    Job Description

    The Iowa Department of Health and Human Services (HHS), Division of Family Well-Being and Protection, Bureau of Early Intervention Services is seeking a Bureau Chief (Public Service Manager 1) to join our team!

     

    This position is responsible for managing the day-to-day operations of one of the EIS Bureaus, providing broad operational, budget, and policy development support for these services.

     

    Serving as part of the leadership team within the FWB&P Division, this position reports directly to the EIS Director. The position serves on the EIS management team and manages the day-to-day operations of the Community Service Bureau. The role requires significant interaction with colleagues and leaders within FWB&P and from other HHS Divisions to establish program, system, budgetary, and policy changes to enhance outcomes for children and families through EIS Community Services. The successful candidate will assist in analyzing the operations of EIS to evaluate the unit’s performance in meeting Agency and FWB&P objectives.

     

    This is a full-time opportunity. Core hours are Monday-Friday, 8:00 AM-4:30 PM. This position is expected to be in the office 4 days per week. Typical hours will be Monday-Friday 8:00 AM – 4:30 PM with minimal travel as needed.

    The ideal candidate will:

    + Possess current/relevant experience with state and federal policy.

    + Possess current/relevant experience in the prevention and early intervention services.

    + Possess strong technical writing skills and ability to provide detailed written documentation in a timely manner.

    + Establish and maintain effective working relationships with state, local and federal agencies, private enterprise, other political subdivisions, and the public.

    + Demonstrate excellent judgment and communication skills.

    + Possess a strong ability to prioritize and work under pressure.

    + Maintain the ability to work independently and across teams and areas of expertise.

    + Demonstrate integrity and a strong work ethic.

    + Possess the ability to use independent judgement to make sound decisions.

     

    Preference will be given for previous experience in family support programs and program planning and evaluation

    1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

     

    2) Eight years of full-time work experience in program administration, development, management, or operations.

    3) All of the following (a and b):

    a. Four years of full-time work experience work in program administration, development, management, or operations; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Two years of full-time work experience work in program administration, development, management, or operations; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is

     

    also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
