Position summary:
A direct report to the President, the Vice President of Finance and Administrative Services/Chief Financial Officer serves as the chief fiscal officer of the College and is responsible for directing, coordinating and providing supervision of administrative, business, financial aid, and auxiliary service enterprises of the college. Areas of supervision include, but are not limited to: Business operations (accounting, budget, purchasing/procurement, cashiering, accounts payable, accounts receivable, payroll), financial aid, and certain auxiliary services including the college store, museums, auditorium, print shop, and fitness facilities. This position also includes certain financial services for the Kilgore College Foundation. Note: This is a working position in which day to day hands-on duties, particularly with respect to financial operations, may be required as staffing and expertise may dictate.
Position responsibilities:
Strategy, Planning and Management
+ Serve as Vice President/Chief Financial Officer, and member of the executive leadership team.
+ Participate in decision support as it relates to strategic initiatives and operational models.
+ Engage in facilities master planning, including major renovations, potential new construction, and related financial planning.
+ Interact with and bring areas of responsibility into line with President’s, and Board of Directors’ policies, plans, initiatives and recommendations.
+ Formulate and implement policies, procedures and processes as deemed appropriate by the State, Kilgore College Board of Trustees, and College President.
Financial Analysis, Budgeting and Forecasting
+ Develop and maintain annual operating budgets and systems.
+ Develop and maintain short- and long-range capital budgets.
+ Prepare and present timely monthly cash based (as opposed to accrual based) budget management reports including monthly forecast vs. annual budget and related cash flows.
+ Review and analyze monthly financial results versus approved budget, and provide written commentary and recommendations to the President as required.
+ Supervise creation and maintenance of ad hoc management reports, software implementations/updates and tools for budgeting and forecasting as required.
Financial and Administrative Operations
+ Prepare and present long range financial forecasts encompassing the colleges various funding streams and anticipated expenses.
+ Prepare and present Return on Investment (ROI) reporting on the college’s instructional programs and services.
+ Serve as a key point of contact for external annual financial audit; manage preparation and support of all external audits.
+ Serve as point of contact with relevant state and federal agencies, and ensure timely reporting to such agencies as required.
+ Coordinate the College’s district property tax authorization and collection processes as required by law.
+ Ensure timeliness and accuracy of financial and management reporting data for all college funds, including restricted federal, state, and local grants and contracts. This includes certain Kilgore College Foundation accounting/reporting activities.
+ Supervise business and administrative operations and related staff to ensure proper and efficient functioning of all processes, systems, databases and financial software.
+ Ensure the efficiency and effectiveness of internal controls and financial procedures.
+ Ensure all areas of responsibility comply with state, federal and local laws and regulations.
+ Engage in regular professional development to maintain currency in accounting standards, business practices, and the laws and regulations pertaining to college operations.
+ Oversee operating processes in areas of responsibility, regularly reviewing processes for enhanced efficiencies.
+ Oversee the business operations of certain auxiliary enterprises including the college store, museums, auditorium, print shop, and fitness center.
+ Oversee the Financial Aid Office.
Financial Management
+ Oversee engagement of external product and service providers and negotiate/manage related contracts.
+ Recruit, interview and hire staff as required.
+ Manage cash flow planning process and ensure funds availability.
+ Oversee cash investment and asset management.
+ Utilize forward-looking models and activity-based analyses to provide financial insight into the College’s plans and operating budgets.
+ Arrange financing of capital projects as required.
College/ Community Relations
+ A focus on the best interest of the College’s students is expected.
+ A collegial and supportive attitude with college faculty and staff is required.
+ Service on college committees and advisory boards is required.
+ Represent the College to internal and external stakeholders as required.
+ Demonstrate leadership in exemplary work habits, responsibility, and professional growth and development.
+ Perform other duties as assigned.
Minimum Position Requirements:
+ Bachelor’s Degree in Accounting, Finance, or related field is required.
+ Certified Public Accountant (current CPA license) preferred.
+ Experience in public accounting with emphasis on auditing preferred.
+ Master of Business Administration, Master of Accountancy, and/or earned Doctorate in a recognized field preferred.
+ Five (5) years minimum experience as a CFO or high-ranking financial position at a public community college or university preferred.
+ Familiarity with Texas law related to public higher education and community colleges preferred.
+ Knowledge of Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), or similar accrediting body preferred.
+ Knowledge and understanding of GAAP, GASB, FASB, AICPA and related accounting and auditing standards.
+ ERP systems implementation experience strongly preferred.
+ Outstanding communication and presentation skills.
+ Demonstrated leadership ability, confidence and executive presence – ability to motivate staff.
+ Excellent analytical, reasoning and problem-solving skills
+ Significant experience working with external auditors, internal controls and compliance-related issues.
Supervisory Responsibilities:
Includes direct and indirect management supervision in the areas of responsibility listed in position summary.
Physical Demands and Work Environment:
+ Work is normally performed in a typical interior/office and classroom environment.
+ No or very limited physical effort required; however, the employee must occasionally lift and/or move up to 15 pounds.
+ No or very limited exposure to physical risk.

+ Compensation for this 12-month position will commensurate with experience.

All full-time positions are located in Kilgore, TX. No fully work from home positions are available at this time. All employees must be available to physically present to work on the Kilgore, TX or Longview, TX Campus. Some Part-Time and Adjunct positions may be offsite but the candidate MUST live in the State of Texas.

Positions will remain open until filled. Some Adjunct and Part-Time teaching positions may remain open perpetually as the need for part time instructors fluctuates with student enrollment.
