Duties and Responsibilities May Include the Following:
This is a highly independent and complex administrative and consultative training position, which plans, develops, coordinates and delivers statewide and local area office training to all staff.
The incumbent provides management-consulting services to management staff regarding disability policy, procedures, operational practices and training issues. The incumbent keeps management staff apprised of changes in regulations or policy and provides options for implementing them most effectively.
This work requires detailed knowledge of medical, psychological and vocational aspects of claims development, adjudication and case flow procedures and a thorough working knowledge of state and federal policies and practices that impact the Social Security Administration (SSA) disability program.
Plans, develops, coordinates and delivers local area office and statewide trainings to all staff.
Serves as consultant to area office staff regarding policy, procedures, rules and regulations. Helps identify operational problems and participates with teams to develop and implement optimum solutions.
Reviews SSA policy or procedural issues and issues raised by other government entities, evaluates their impact on the management of the Division, and provides solutions in terms of internal operating policies and procedures.
Acts as primary liaison on assigned policy and body system issues, providing case-related consultation and serves as final arbiter in policy issue disputes.
Reviews proposed regulatory or policy revisions from SSA and provides feedback to SSA on their potential impact on the federal SSA disability program and on the management of the Division. Offers suggestions for amendments as appropriate and notifies management staff of these impending revisions and their potential impact on the agency or other components.
Reviews and edits policy documents to ensure compliance with current regulations and business processes.
Performs related work as required.
Required Knowledge, Skills, and Abilities:
Knowledge of the procedures and requirements used to determine eligibility for Social Security and Supplemental Security disability benefit programs.
Knowledge of anatomy, physiology, function, dysfunction, and disease processes.
Knowledge of the principles and techniques of effective communication.
Knowledge of instructional design, research, and implementation methodologies.
Ability to compile and analyze data relating to the development of training and evaluation programs.
Knowledge of the methods of data collection.
Ability to conduct effective fact finding interviews.
Ability to prepare professional papers, research studies and evaluation and investigate reports.
Ability to plan, organize and coordinate work assignments.
Ability to understand and apply applicable rules, regulations, policies and procedures relating to the development of training programs.
Ability to communicate effectively, verbally and in writing.
Ability to establish and maintain effective working relationships with others.
Skills to review, research, analyze and prepare feedback and/or instructional correspondence on business practices.
Skills using the legacy systems (Iron Data's AS-400), SSA queries used in processing disability claims.
Skills using computer software applications to generate correspondence, reports and manage information.
Qualifications:
Current FLDDS employee.
5 years’ experience adjudicating disability claims at the FLDDS preferred.
