    About this Unit:

    The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates ten secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Senate Bill 91-94; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

     

    The Division of Youth Services (DYS) Director's office exists to provide comprehensive administration of the operations of all State-operated institutions, privately contracted residential and non-residential programs, Regional Offices, and centrally managed programming. The Director's office consists of the Division's Central Administration, Medical and Psychological services, Education services, Assessment, Training and Staff Development, Food Services, Research and Evaluation, Quality Control, Financial Services/Contract Management, and Senate Bill 94 Alternatives to Detention.

    The primary administrative functions of the Director's office include:

    + Creating and executing short and long-term planning initiatives

    + Development and oversight of Divisional goals and objectives

    + Liaison with the Governor's Office, Legislature, Legislative Staff, CDHS Administration, Courts and other State Departments

    + Establishment and monitoring of standards for the provision of services and direct care

    + Development of policies and procedures

    + Generating and allocating resources

    + Collaborating with internal and external entities

    + Leadership and guidance to the Regional management structure.

    The Financial Services Unit is charged with overseeing two major programs within the Division of Youth Services:

    + Finance & Policy Analysis: This program supports the programmatic needs of the Division by analyzing, formulating, presenting, implementing, executing, monitoring and/or reviewing all aspects of the Division’s $166M budget. This program employs economic and fiscal analysis and practices to assess the impact of proposed legislation on the Division’s budget/s and/or operations. This program drafts and reviews budget requests and makes recommendations based on the analysis of the Division’s mission and structure, management, program priorities and funding, and legislative and regulatory mandates or constraints. This program also assesses and analyzes the political, social, and environmental climates and projections to formulate the Division’s future initiatives and directions in concert with Division effectiveness and efficiency standards.

    + Procurements and Contracts: This program supports the programmatic needs of the Division by negotiating, implementing, monitoring and managing contracts or interagency agreements to assure effective delivery of goods and services, including monitoring contract compliance and/or contract financial performance to verify contract terms, services to be provided, payment schedules and contract and/or payment process. This program supports the programmatic needs of the Division by administering contract compliance and performance requirements including prevailing industry practice for similar goods and services and evaluating overall vendor performance.

     

    In both program areas, this work unit exists to ensure continuous quality improvement of all activities. This includes working in cooperation with the CDHS Budget and Policy, CDHS Contracts and Procurement, CDHS Accounting Divisions, vendors, Joint Budget Committee staff, and Legislative Council Staff.

    About this Position:

    Our unit is committed to fostering a culture centered on growth, collaboration, and recognition. We prioritize regular teamwork and a supportive environment to ensure success in our fast-paced and consistently busy operations throughout the year. This position is responsible for short- and long-range budget oversight for assigned programmatic areas. This oversight includes a high degree of financial complexity. Examples of this complexity include analyzing proposed legislative and other changes for programmatic impacts and detailing the costs associated with a given impact, formulating, and developing methods for summarizing complex and disparate financial information into easily understood formats that assist program, division, and department leadership in decision making.

     

    This position is responsible for the analysis of fiscal and budgetary data and building programs’ budgets utilizing multiple data sources such as CORE. In addition, this position now builds executive-level financial dashboards utilizing Excel Database and provides tracking and reports on budget to actual expenditures, as well as expenditure forecasts to the management team on a monthly basis. This consists of highly complex analysis and presentation skills. It includes utilizing FTE, class, and activity data as well as differences in payroll and contract staffing. The decision-making necessary to establish the budgets and set up the data in Tableau is extremely complex and requires a complete understanding of the Long Bill appropriations that must be balanced and the budgeting processes that are necessary to establish budgets.

     

    This position maintains a strong knowledge of fiscal rules, appropriate legislation, and accounting practices to ensure efficient and effective budgetary decisions are made.

     

    The position compares budget requests to business plans, identifies variances, and handles multiple types of funding streams and limitations therein. It interprets appropriations, issues guidance to managers, and determines management’s information needs, along with assisting in providing legislative breakouts and requests for information during the session.

     

    This position is responsible for the development of internal budget policies and requirements regarding funding and spending decisions. Position works independently to apply solutions and ensure accurate and appropriate projecting and spending of appropriations. This position must independently use professional judgment and resources from a variety of areas to evaluate programs’ needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. This position provides budgetary and financial analysis and support to all levels of division management including offering fiscal recommendations and frequent independent decision-making, assists in the achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis for submission to the central budget office for submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority. Position assists in the preparation of fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned.

     

    This position completes Division-wide audits to ensure that programs follow established budgetary and fiscal guidelines and requirements, evaluates the results of the audit, and recommends appropriate changes and action steps to ensure compliance.

     

    This position works under the oversight of the Division’s Finance and Budget Director in evaluating current policies, identifying gaps and issues, and recommending changes to resolve the issues. This position is the Division’s reliable source responsible for understanding all budget and policies’ implications and often presents with the urgent budgetary tasks and decisions when it needs to become resourceful in adapting to the required changes to meet the Division’s and Office’s requirements or new goals. For example, when there are organizational changes within the Division, leadership relies on this position to have an integral role in evaluating existing budget and policies, establishing a preliminary budget, and developing steps of the process before organizational changes can be approved.

    Summary of Job Duties:

    Budget and Policy Analysis:

    Position analyzes, develops, and implements program/division and organization unit plans and budgets, and recommends policy adjustments based on analysis. Utilizes complex program data in the development of budgets and determines the organizational chart of accounts structure to meet the reporting needs of the program/division. Utilizes program knowledge to evaluate and monitor annual budgets developed for operating, personal services, and other related program expenses. Develops and provides staffing patterns that project personal services costs based on the needs of the division and relevant programs.

     

    Position monitors encumbrances within the Division, identifies and quantifies variances, and recommends changes to encumbrance and/or contract documents as needed to meet program and Division priorities and annual timelines. The position communicates in writing and in person with program managers and branch directors regarding fiscal decisions.

     

    + Position analyzes and tracks DYS personal services appropriations, expenditures, personal services contracts, and personnel action requests to provide monthly budget execution reports to the Finance and Budget Director, DYS Program Managers, and DYS Directors. This position formulates, recommends, monitors, modifies, analyzes, and reports on major funding sources in assigned areas. This position utilizes Core as a data source for input into the Excel tracking database and provides timely and accurate information to the Division’s leadership. This position is responsible for division-wide financial audits and establishing budget and financial guidance that programs need to follow. This position evaluates results of audits, analyzes issues, and determines appropriate action steps to ensure compliance. This position is the primary point of contact for budget team members regarding any questions, concerns, issues, and work reviews.

    Financial Reporting and Compliance:

    Position assists and advises the Finance and Budget Director, DYS Program Managers, and DYS Directors in budget development and data analysis required to justify and support budget actions such as decision items, supplementals, and fiscal note responses. Position must be able to defend and negotiate DYS budget and funding requests with supporting data used to demonstrate business need and rationale. Duties include the development of portions of the DYS section of the department-wide budget submission to OSPB and JBC.

    Stakeholder Involvement:

    Advise program managers to ensure adherence to expense budgets, appropriation limitations, state fiscal rules, federal administrative guidance, and other internal and external fiscal policy and procedures. This includes approving/disapproving hiring requests and developing and proposing solutions to emerging budget and fiscal issues. Position develops budget projections based on program knowledge, division, and department strategic plans and long-range programmatic goals to propose appropriate solutions to emerging issues and trends that might result in non-compliance and/or under/overspending of funds. Spending projections and corresponding recommendations are highly influential in program spending decisions and are essential to the daily operations of all program sections. Position may be relied on to make independent decisions to forward the goal of appropriate and accurate spending between multiple program sources.

    Work Lead:

    + Provides work lead supervision to two professional FTE

    + Ensures services and products delivered by staff are of superior quality, timeliness, and quantity, and contribute to the unit work plan objectives.

    + Implements methods, procedures, and processes to improve workflow and productivity.

    + Provides feedback and coaching to staff related to work processes and products, assists in training staff, and provides leadership on projects as necessary.

    + Recommends plans for training, career growth, and professional development to enhance staff knowledge, skills, and abilities.

    + Monitors and evaluates employee performance and contributes to assigned employees' annual performance plan and annual performance evaluations.

    + Maintains oversight of project management plans.

    + Reviews assigned employee attendance, workplace behavior, communication, and competencies with the supervisor on a regular basis.

    MINIMUM QUALIFICATIONS:

    + Seven (7) years of professional related experience and / or skills in budget analysis, finance, accounting, etc.

    + A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years of professional related experience and / or skills in budget analysis, finance, accounting, etc.

    + Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.

    Substitutions:

    Preferred Qualifications:

    + Bachelor's degree from an accredited institution in Accounting, Finance, Business

    + Administration or a field of study related to the work assignment

    + Strong understanding of government accounting and budgeting

    + High attention to detail when drafting, proofreading, revising written and budgetary documents

    + Experience with CORE (Colorado Operations Resource Engine)
