This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace; with at least 2 days required in the office). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families, and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Data, Strategy, and Impact Division is responsible for providing data, research, analysis and evaluation of the programs within the Department. The division leads the Department’s understanding of program and operation performance for policy, budget and programming decisions. Specifically, this role would lead analytics, reporting, data management, and strategy to guide CDEC staff and leadership in the appropriate use of data, collect data that could aid in programmatic decision-making, and support data requests and reporting. This Division is in the Office of Administrative Solutions.
Description of Job
What you’ll be doing:
This position is responsible for developing tools, data, analytics and research to advance the Department of Early Childhood’s research and evaluation efforts as well as data and analytic efforts, from strategy through implementation. Under the direction of the Deputy Executive Director, works with staff on program and department evaluation, state and local assessments, data collection, analysis and presentation, engaging staff in inquiry regarding evaluation and assessment issues; leads the expansion of opportunities for staff and stakeholders to gain access to resources and tools and develop skills; integrates technology as needed; plans, organizes, coordinates and provides leadership for a comprehensive system of early childhood data, data management practices, information systems, and assessments related to the requirements of federal, state or local mandates; establishes and administers methods and procedures for collecting, analyzing and reporting local, common, formative or interim assessment data; frequently meets with a broad range of management, staff, stakeholders, partners, and community members to influence, motivate and monitor result objectives of the Department of Early Childhood and the operations of the Data, Strategy, and Impact Division.
Major Job Duties include, but are not limited to:
+ Lead evaluation and research for the department.
+ Design comprehensive frameworks to monitor and evaluate the effectiveness of programs and projects.
+ Develop and implement comprehensive evaluation strategies.
+ Lead and manage the data and analytics efforts of the department
+ Develop and implement evaluation plans, including data collection methods, timelines, and reporting procedures
+ Design and implement data and analytics infrastructure.
+ Develop data collection and analysis plans, collecting and interpreting quantitative and qualitative data
+ Formulate and implement data strategies aligned with business goals, ensuring data accuracy, integrity, and security
+ Leads internal and external relationships of the Office’s and Department’s policy agenda with the legislative branch of government, the Governor’s Office and other Cabinet agencies, stakeholders, advocacy groups, and philanthropic partners.
+ Supervision of team, to include: plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.

Minimum Qualifications
+ Ten (10) years of full-time professional work experience in data collection and analysis, program evaluation strategies; which must have included the following:
+ At least five (5) years of experience within in a nonprofit or social service organization, or working with these organizations as an external evaluator
+ At least three (3) years of supervisory/leadership experience t o include all aspects of formal supervision of staff.
OR
+ Education and Experience: A combination of related education and/or relevant experience in data collection and analysis, program evaluation strategies; which must have included the following: at least five (5) years of experience within in a nonprofit or social service organization, or working with these organizations as an external evaluator; and at least three (3) years of supervisory/leadership experience t o include all aspects of formal supervision of staff.

Preferred Qualifications:
+ Ph.D. or Ed.D. in Early Childhood, Research, Evaluation Social Work, Social Sciences, or Educational Leadership.
+ Experience overseeing the accurate and timely completion of compliance reporting, data collection, analysis and plan for data conversions or integrations that support instruction and student growth.
+ Demonstrated knowledge of the principles, theories, methods, techniques, and strategies pertaining to data management practices, state mandated testing administration, management, and implementation.
+ Demonstrated knowledge of and experience with: student information systems, state mandated, local, or formative testing administration, management and implementation including computer-based testing.
Highly Desired:
+ Experience overseeing compliance reporting, data collection, and analysis.
+ Knowledge of data management practices and testing administration.
+ Experience with student information systems and various assessment methods.
