Description of Job
The Accounting work unit within Financial Services exists to maintain a controlled environment to properly record financial information for revenue collected as well as provide budgetary control and support for the department’s expenditures. The work unit handles all accounting specific functions for the department, which includes accounts payable, revenue collection, payroll for over 1,800 employees, general accounting transactions, reconciliations, and financial reporting.
This position supports the Department of Revenue's Lottery Business Group and serves as the Lottery Controller, reporting directly to the Revenue Department Controller. The Lottery Controller acts as the chief accounting officer responsible for planning, implementing and managing the operations and functions of the Lottery Division's accounting and financial reporting system. The Lottery Controller provides oversight and direction of full cycle accounting functions, ensuring sound processes are in place to maintain effective internal controls.
Specific duties include:
+ Provide management of the Lottery's accounting office comprising the following functional areas: game and general accounting, financial and management reporting, systems development, audit management, accounts payable, accounts receivable, tax reporting and annuity management.
+ Provides cohesive leadership of the Lottery accounting section and ensures compliance with all applicable laws, rules, policies and accounting principles.
+ Analyze the financial condition of the Lottery by reviewing and approving monthly financial statements. This review includes analyzing detailed budget reports to assure adequate spending authority exists or prevent over spending and review of various ad hoc reports to assure Commission rule adherence, assure adequate prize payouts, assure internal control compliance.
+ Direct monthly, quarterly and fiscal year end activities. Financial review and analyses are completed on a monthly basis, in conjunction with the preparation of monthly financial reporting.
+ Position manages annual financial audit, providing direction over the audit process and responses to audit requests. The annual audit culminates in the preparation of the statutorily required audited annual financial statement to the Legislative Audit Committee.
+ Makes decisions regarding processes and priorities for accounting functions. Ensure financial transactions are processed in order to meet the Lottery's financial reporting requirements and include adequate internal controls to provide for proper segregation of duties, safeguards against fraud, etc.
+ Oversees employee’s performance and provides guidance, coaching and training to meet the organizational objectives.
+ Perform administrative duties for the Director, Department Controller, Lottery Commission, Lottery Staff and other Federal, State, Local and private entities by preparing special financial analysis reports. Make recommendations for bonding changes, attend Lottery Management and Commission meetings. Collaborate with the Lottery Budget Manager to assist in explaining reports, statute changes, budgets, financial statements, financial status, etc.
+ Direct and implement innovative new business processes within the fiscal organization to reduce operating expense, streamline business functions and expedite efficient audits. Oversee the creation of business requirements and implement Lottery financial systems to comply with changes resulting from Lottery and Vendor systems development of new games, Commission Rule changes, statute change, Lottery management policy change, professional reporting requirements, technological development, etc.
+ Manage the Lottery’s annuity portfolio by purchasing annuities from insurance companies.
This position is mostly remote with required in office meetings or training approximately once a month. Additional days in office will be required during fiscal year end for on-site audit meetings. This position is generally not allowed to take personal leave from approximately July to August every year due to the fiscal year requirements of this position.

MINIMUM QUALIFICATIONS:
Experience Only:
Eight (8) years of relevant experience in professional accounting or an occupation related to the work assigned to this position
OR
Education and Experience:
+ A combination of related education (coursework requires 24 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to eight (8) years
+ Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
Preferred Qualifications :
+ Experience in a supervisor or leadership role, managing employee/team workloads, coaching staff or managing employee performance
+ Experience with the preparation of monthly and annual financial reports
+ Knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards (GASB), and their application
+ Demonstrated verbal and written communication and analytical skills
+ Experience presenting information to various stakeholders
+ Knowledge and understanding of State Fiscal Rules, legislation and statutes.
+ Experience with financial data analysis
+ Experience working in State government
+ Current, valid licensure as a CPA by the Colorado Board of Accountancy
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
