Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (SYSADMIN), Position Description Number D1618P01 and is part of the PA 193rd Special Operations Wing, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As an IT SPECIALIST (SYSADMIN), GS-2210-11 you will develop, modify, and test overall system backup and recovery strategies for assigned systems. Serve as a technical focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems. Serve as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs. Serve as a technical focal point on multiple operating systems and computer platforms. Analyze, evaluate, and recommend hardware/software changes to various computer systems. Develop guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities. Implement systems software changes, operating system releases and maintains the operational status of systems. Perform security management in accordance with National Guard Bureau (NGB) AOC SPO, and DISA regulations and state policies. Implement DoD, AOC SPO and AFFOR policy relating to systems storage requirements. Provide input to AOC or AFFOR the state Continuity of Operation Plan (COOP) procedures for system disaster recovery. Troubleshoot problems and implements changes on multiple computer platforms. Plan and schedule the installation of new or modified hardware, operating systems, and software applications. Manage the COMSEC account for the AOG or unit. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AOC 1: NG Employees at the 193rd SOW AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 1, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel. Military Grades: ENLISTED: E1-E7 Supervisor for this position is MSgt Piotrowski Manpower#: 00800124 *NOTE: Accessioning into this position is contingent upon verification of Top Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. REPROMOTION CONSIDERATION (Applies to technician applicants only.) Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. "In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
