Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPV IT SPECIALIST (PLCYPLN), Position Description Number D2356000 and is part of the PA 211th Engineering Installation Squadron, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a SUPV IT SPECIALIST (PLCYPLN), GS-2210-13, you will direct and supervise staff functions affecting very complex telecommunications systems composed of a wide variety of high cost, sophisticated equipment, and is responsible for all technical support and maintenance activities to include computer and telephone technical support, radio maintenance, secure communications maintenance, and support equipment maintenance. Determine unit goals that are the foundation for long and short range planning and execution of all unit programs. Oversee the accomplishment of the mission training program. Initiate the development and implementation of a variety of federal, state and local programs to ensure mission effectiveness including a hazard abatement program; a fraud, waste and abuse program; a health and fitness program; a public affairs program; and a disaster response actions program. Maintain liaison with national, state, and local governmental agencies such as law enforcement, disaster relief, airport management and others on matters of operational and environmental safety, protection of resources and other issues of possible unit impact. Ensure proper and adequate security and safeguarding of property, tactical telecommunications-electronics equipment, weapons and ammunition, resources, and people. Maintain mission readiness and compliance with directives as validated through the Inspector General and other review agencies. Perform other related duties as assigned. GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Application must indicate 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
