    **Job Title:** Financial Operations Program Owner

    **Work Place Flexibility:** Hybrid

    Note: This is a hybrid role reporting to the office 3 days per week, and can be based out of our offices in Hammond or New Orleans, LA. There is no relocation assistance available for this posting.

    Job Summary/Purpose

    This Financial Operations Program Owner serves as the primary owner for an end-to end finance operations program. This position has system responsibilities including policy ownership and interpretation, contract management, continuous monitoring, design and development of administrative procedures, overseeing the finance programs and ownership of applications used to support the overall process (currently Concur, PeopleSoft, Maximo, Beeline, and other vendor specific tools). The position will be required to work cross functionally and externally with Ethics and Compliance, Supply Chain, Accounting, Treasury, Legal, functional business leaders, and program vendors to ensure an effective and efficient process. The position is required to work closely with business unit contacts to meet customer needs and solicit and address end-user feedback. The position will play a critical role in developing the program’s overall objectives, outcomes, and performance metrics. The intention is to transform the end-to-end process to be more efficient and improve the overall end user experience through continuous improvement. In addition, the position will be expected to keep a pulse on the external perspective including benchmarking and best practices. Finally, the position will ensure that program risks are mitigated through a solid set of internal controls that are tested periodically for compliance, risk and fraud mitigation.

    Job Duties/Responsibilities

    + Responsible for developing and delivering the program’s purpose, strategic objectives and outcomes and maximizing the benefits expected by the program (i. e. rebates, process efficiencies, usage, cost avoidance, savings, etc.) with transformational aspirations.

    + Oversight and ownership of policies or guidelines that support the program including compliance, governance, interpret policies, provide guidance, authorize and document exceptions and make and consult with relevant stakeholders to make decisions. This also includes annual process, policy and procedure review and updates.

    + Overall contract manager for and external vendors used for the program. This includes being well versed in contract management expectations, terms and conditions, payment terms, rebate models, performance obligations, deadlines, rates, mark-ups/fees, etc. Also includes, overseeing a healthy mutually beneficial vendor relationship.

    + Implement processes and procedures in place to continuously monitor the program for policy compliance, fraud, appropriate program utilization, circumvention, etc. Will be expected to work closely with Supply Chain on appropriate buying channel decisions, Internal Audit on periodic card audits and Ethics and Compliance and HR Business Partners on discipline issues related to inappropriate spending.

    + Ownership of the key systems and/or tools that are used to support the program including changes to them that could further enhance the program. This includes items such as overseeing security, workflow, enhancements, upgrades, interfaces, etc. This also includes being an expert on the tools the vendor provides including reporting and data analysis.

    + Expected to keep a pulse on the external perspective including annual benchmarking and continuously looking for best practices, and emerging technologies. Highly likely that they will participate in one or more industry user groups or support organizations.

    + Design, develop, implement, execute and/or oversee the processes and procedures that are used by the program. This includes eligibility determination, program administration, limit/rate setting, reconciliation and payment processes, training, support, end-user questions, dispute resolution, system access, account termination, processing controls, etc.

    + Ensure processes support key business events such as storms, outages, or any other major initiatives that requires use of finance programs. It should be noted that during significant business events, additional hours may be required outside of the normal workday – this could include weekends and holidays during a major event.

    + Responds to requests for information from the Arkansas Public Service Commission, Mississippi Public Service Commission, Public Utility Commission of Texas, Louisiana Public Service Commission, Federal Energy Regulatory Commission, and the New Orleans City Council

    + Finally, this role will serve as back-up and supplemental resource to support all programs such as One Card Program, Travel and Expense, and Supplemental Labor.

    Minimum Requirements

    Minimum education required of the position

    A bachelor’s degree in accounting, business administration, information systems, or related subject matter is preferred.

    Minimum experience required of the position

    + This position requires a minimum of 3+ years of related experience in finance operations, process improvement, program/contract management, or relevant experience.

    + This position requires experience managing and optimizing end-to-end finance processes such as accounts payable, travel & expense, supplemental labor, or other finance-related programs.

    Minimum knowledge, skills, and abilities required of the position

    + Strong attention to details.

    + Self-Starter; requires little or no supervision.

    + Effective oral and written communication skills.

    + Flexible and able to adjust to changing priorities.

    + Advanced knowledge of Microsoft Office/Microsoft 365 Tools including but not limited to Word, Excel, Visio, and Power BI.

    + Working knowledge of general accounting practices and controls.

    + Excellent interpersonal and cross-functional collaboration skills with the ability to work effectively with stakeholders across the organization and within a team setting.

    + Willing and able to learn and perform other duties and processes as required.

    + Experience with PeopleSoft, Concur, Beeline/VMS, contract management, supplemental labor, and corporate card programs preferred.

    + Exercises judgment within defined procedures and practices to determine appropriate action

    + Can explain more difficult concepts and handle sensitive information

    + Knowledge of company practices and procedures preferred.

    + Robust ability to influence.
