By joining the DHR team, you would serve as a trusted Human Resource Business Partner I, providing integrated and innovative human resources solutions for six State agencies: the Idaho Tax Commission (Tax), Idaho Industrial Commission (IIC), Department of Finance (DOF), Workforce Development Council/STEM Action Center (WDC), Office of Drug Policy (ODP), and Health and Social Services Ombudsman Office (HSSO). This classified position will operate under the guidance of DHR leadership and will be located at IIC in Boise, ID.

Summary:
The Human Resource Business Partner I (HR BP I) position plays an integral role for this HR team. All general inquiries from external and internal stakeholders are fielded first by the HR BP I position. The HR BP I is the best known person in each of the supported agencies as the role interacts with everyone. The selected candidate must be friendly, approachable, and able to listen to what is said and not said to respond to or forward inquiries to other appropriate parties.
Job Responsibilities:
+ Onboard new hires including processing all applicable background check requirements
+ Facilitate new hire orientation
+ Initiate actions in the Human Resource Information System (Luma)
+ Create and disseminate through appropriate channels a variety of letters such as offer letters, completion of underfill and reclassification notification letters, equity and merit adjustment letters, bonus letters, etc.
+ Track and ensure repayment of retention bonuses or tuition reimbursements
+ Submit the multi-level agreement in Luma signifying all timesheets have been accurately completed and authorized for payroll purposes
+ Coordinate with the Public Employee Retirement System of Idaho (PERSI) on transmittal mismatches to proactively resolve issues for employees
+ Research and resolve all payroll related concerns with the support of the Human Resources Officer (HRO)
+ Liaison with the Office of Group Insurance (OGI) regarding employees’ benefits issues including life events in Luma, self-pay situations, etc.
+ Research Luma questions and escalate issues to the State Controllers’ Office (SCO) or Central DHR if necessary/approved by the HRO
+ Respond to external stakeholders’ inquiries including but not limited to unemployment claims, worker’s compensation pay history information, PERSI retirement paperwork, short-term disability benefit claim forms, life insurance claim forms, etc.
+ Maintain the HR pages on the agencies’ SharePoint sites or provide relevant HR information to the agencies’ communications team
+ Manage service awards, retirement letters, and certificate programs which include running reports, preparing and/or requesting letters and certificates, and coordinating with agency leaders for timely issuance
+ Participate in assigned strategic initiatives including the updating of agency procedures to be in alignment with statewide policies
+ Manage all paper and electronic employee files including proper record retention and destruction
+ Other duties as assigned
Distinguishing Characteristics:
This is the second level in the Human Resource job family. At this level incumbents operate independently with routine practices, make recommendations for process changes, and consult with HR leadership regarding complex issues outside of standard procedures.
Minimum Qualifications:
Some knowledge of:
+ Human resource administration
Typically gained through successful completion of at least two (2) courses in Human Resource Administration, certifications, or a closely related field; OR at least six (6) months of experience providing human resource guidance or consultation on policies and procedures in one or more of the following areas: recruiting, job analysis and classification, performance management concepts, and salary administration.
+ Equal employment opportunity concepts and legal requirements
Typically gained through successful completion of at least two (2) courses in Human Resource Administration, certifications, or a closely related field; OR at least six (6) months of work experience reviewing personnel actions for compliance with these concepts.
Experience:
+ Interpreting, explaining, applying laws, regulations, and policies
Typically gained through at least one (1) year of work experience with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies, or explaining to others how laws, regulations, or policies apply to specific situations.
+ Counseling employees on human resource matters
Typically gained through at least one (1) year of work experience where a responsibility of the job was providing counseling to employees on human resource matters such as explaining benefit options, workplace concerns, career development, and providing resources.
