    Purpose:

    The School Finance and Compliance Team works within the Maine Department of Education (DOE) to administer the Essential Programs and Services (EPS) Funding Act, controls distribution of General-Purpose Aid (GPA) to local schools, collects statutorily required students, staff and financial data, calculates annual tuition rates, and oversees school unit governance.

     

    This position is responsible for preparing and managing all school finance and compliance contracts for those services necessary to meet statutory requirements. Administration of these contracts, including budgets, financial statements, and determining necessity of any amendments or extensions of contracts. This position is responsible for maintaining the school finance and compliance team website.

     

    This position will provide direct support to constituents in the field with respect to town withdrawals from combined school administrative units, re-apportionment of local school boards, school closures, formation of new regional school units, and annual school union board vote calculations per Title 20-A statutes.

     

    This position will oversee, administer, and monitor the data collection requirements of the State Essential Programs and Services (EPS) school funding model for over 260 school administrative units, including all public schools, charter schools, magnet schools, and private schools approved for receipt of public tuition funds. This position will work collaboratively with the school finance and compliance team and department of education staff to achieve program goals, fiscal monitoring, and compliance.

     

    Work is performed under limited supervision and may include supervision of temporary or contracted staff.

    Knowledge, skills and abilities:

    + Knowledge of general school operations relative to data collection and data recording methods;

    + Knowledge of state and federal education data reporting requirements;

    + Knowledge of school finance programs, operations, and services;

    + Knowledge of general accounting principles;

    + Knowledge of state laws and regulations governing school funding;

    + Ability to communicate effectively with people of different educational and professional backgrounds;

    + Skill in organizing, developing, planning and presenting training materials;

    + Ability to interpret and explain state school funding regulations;

    + Ability to organize and manage multiple tasks;

    + Ability to communicate effectively both verbally and in writing;

    + Ability to work independently as well as to establish and maintain effective working relationships in a diverse, fast-paced, team environment.

    MINIMUM QUALIFICATIONS

    + Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
