Army NAF pay setting rules apply to this vacancy. Responsibilities Serves as a Supervisory Program Analyst providing subject matter expertise and recommendations to senior staff. Researches and develops policies and programs pertaining to specific programs with emphasis on program planning and standards. Assists with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated program. Develops program benchmarks for program operations. Performs comparative analyses, compares programs to best in the industry, and develops reports outlining areas in need of improvement. Responsible for work-flow accomplishment over program administration and routine operations. Monitors and reviews financial and historical performance of the specific programs. Assists Director with development and tracking of input for the APF/NAF funding. Performs the full range of supervisory duties for 3 or more employees. Coordinates required changes in personnel assignments, work plans and schedules of personnel, establishing work plans and schedules for situations or priority change in order to meet the mission objectives and deadlines. May perform other duties as assigned. Requirements Conditions of Employment Qualifications Minimum Qualifications Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. Knowledge of principles, concepts and methodologies required to perform various analytical techniques. Ability to analyze operations, financial data, prepare reports and replies to inquiries from the perspective of a Installation or Regional staff officer. Strong written and oral communication skills, including comprehensive knowledge of standard office software programs, such as word processing, graphics, spreadsheets, etc. Highly Qualifying Criteria Managerial experience of the caliber described above in an Army Recreation setting to include financial operations for both APF and NAF business and financial issues. Within the last three (3) years, demonstrated experience in delivering leadership and analytical decision making at the program/operational level within a military business or recreation organization. Within the last three (3) years, displayed experience with Non-appropriated Fund (NAF) Business Operation to included (Resales, COG'S, inventory), budget planning and execution to include submission of Capital Purchase and Minor Construction projects. Conveys experience with program/operational analysis, course of action development, strategic/business planning, and execution of both written and verbal presentations. Displayed experience with creation and execution of internal/external partnerships that support NAF operations, e.g., support agreements, MOA/MOUs, service contracts and blanket purchase agreements.
