JOB SUMMARY : Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level
JOB SPECIFIC DUTIES : Under limited to broad supervision, assists with the administration of the Office of Construction Claims including the documentation, investigation, review, study, critical path schedule analysis, evaluation, negotiation, resolution and litigation of construction claims and lawsuits by contractors against the Department. Provides engineering assistance to attorneys with regard to the defense and settlement of lawsuits. Coordinates the efforts of scheduling, engineering, and accounting consultants to efficiently and effectively manage the efforts to equitably resolve contractors' construction claims and lawsuits. Assists field personnel with various issues, provides training in claims avoidance and management techniques, and performs project site reviews. Assist with review and analysis of OID/MMIP claims and disputes. Periodic travel to construction project sites statewide.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALIFICATIONS:
• Bachelor's degree in a related field and two (2) years of job-related experience;
• Or an Associate degree in a related field and three (3) years of job-related experience;
• Or one (1) year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
• Demonstrated experience and involvement with project oversight to include extensive experience applying all legally controlling construction and engineering related documents, construction contracts and contract elements such as project plans and specifications, and the construction manual to oversee contract compliance and administration.
• Experience reading plans and specifications.
• Previous experience in a lead or supervisory role interacting with others to guide, influence, motivate, and challenge them.
• Demonstrated leadership abilities and capability of providing supervision, support, and management to subordinate Claims Specialist(s).
• Demonstrated ability to visualize a completed project and stages of construction from project plans and from project documentation.
• Demonstrated ability to see detail in contract language, project plans and specifications quickly and accurately.
• Demonstrated strong oral and written communication skills with demonstrated experience expressing ideas and facts to individuals or groups effectively, taking into account the audience and nature of the information.
• Detail-oriented with demonstrated experience organizing work, setting priorities, and determining objectives and strategies to achieve them; monitoring and evaluating progress against goals.
• Demonstrated experience identifying and analyzing problems; gathering, interpreting, and evaluating information to determine its accuracy and relevance; using sound judgment to generate and evaluate alternatives and recommend a solution.
• Demonstrated ability to persuade construction personnel to accept recommendations; work with others toward an agreement, negotiate to find a mutually acceptable solution.
• Demonstrated experience making correct inferences from contractor allegations, facts, and contract documents in order to analyze construction claims and make recommendations.
• Demonstrated experience in resolving contractor vs. DOT disputes concerning interpretation of contract documents.
• Demonstrated experience using computer applications, including spreadsheets and databases, to maintain, develop, and communicate information.
• Displays a high level of initiative, effort, and commitment toward completing assignments in a timely manner with minimal supervision.
• Demonstrated ability to adapt to new information, rapidly changing conditions or unexpected obstacles; effectively deals with pressure.
• Committed to providing quality customer service
• Ability to travel statewide
AGENCY PREFERRED QUALIFICATIONS:
• Possess experience as a project manager, advanced construction inspection, contracts management, bridge construction and/or maintenance inspections, and dispute resolution
• Training and certification in GSWCC Erosion Control Level1and/or 2

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
