    This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

     

    DEPARTMENT: Health Department

     

    HOURS OF WORK: Monday to Friday, 08:00 to 17:00

     

    Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

    Example of Duties

     

    The Public Health Nurse (PHN) provides evidence based; population based. comprehensive public health nursing services to address community needs including communicable disease control and prevention, epidemiological investigations. immunizations, obesity, reproductive health needs, family planning and Sexually Transmitted Infections (STI) screening, treatment and education. Provides community education on health topics. Educates and provides direct health care services to vulnerable and at-risk populations in the clinic and in the community. The PHN works in partnership with individuals, communities, groups. organizations and systems to improve health. Through the Core Functions of Public Health (Assessment, Policy Development, and Assurance}, the PHN intervene in all levels of prevention to safeguard the health and safety of the population in the community. Perform other related duties as assigned.

     

    The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health (DOH) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster AHD's employees may be called to engage in emergency operations responses and recovery.

     

    Minimum Qualifications / Substitutions / Preferences

     

    Associate's degree in Nursing, and experience in public or private health care.

    OR

    Bachelor’s degree in Nursing, and experience in public or private health care.

    Must possess and/or obtain:

    + Valid State of Alaska Driver’s License at time of hire.

    + Current State of Alaska Registered Nurse License by time of hire OR if an applicant is not currently licensed in Alaska, a temporary Alaska Nursing License must be obtained by the time of hire. (Regular license must be obtained within 180 days of hire.)

    + Current American Red Cross/American Heart Association Cardiopulmonary Resuscitation Certification (CPR) or equivalent within 90 days of hire.

    + Satisfactory completion of a national criminal background investigation (AS 12.62.160 and AS 12.62.400) at time of hire.

    + DHHS HIPPA certification within 30 days of hire.

    + Satisfactory background clearance to access the Highland Mountain Correctional Center within 30 days of hire.

    + The proficiency with computer software, specifically Microsoft Office (Word, Outlook, Excel, Power Point, etc.) excellent working knowledge of clinic electronic medical records database (EMR), fax copier, multi-line telephone, shredder, scanner, & A/V equipment, hemocue, sterilizer, medical equipment and supplies including but not limited to: needles, scale, swabs, BP cuff, etc

    Preference:

    + Certified in Public Health (CPH)

    + Family Planning Health Worker Certification (FPHW)

    + CDC Immunization Education & Training Certification

     

    Additional Important Information

     

    Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA applicants.

    If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.

     

    If selected for hire, appointment in this position will be conditional based upon satisfactory completion of a national criminal background investigation (AS 12.62.160) and (AS 12.62.400). Accordingly, it will be necessary for the selected applicant to provide certain identification information and be fingerprinted. Fingerprint cards must be dated within 30 days from date requested. The processing fee of $47.00 plus the cost of being fingerprinted (variable) is the responsibility of the selected applicant and must be accomplished before beginning work.

     

    If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history.     Military Service Interview Preference

     

    Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

     

    Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
