    Description of Work Unit

    The Office of Budgets exists to provide research and analysis on internal affairs in support of executive decision making, to provide research and analysis on external factors affecting university planning and reporting and to formulate policy and provide analysis on university budgetary issues. The budgetary function exists to prepare, monitor, and distribute university budgets from legislative requests to the final operating budget of the University and to provide support to the various areas of the University as well as the CSU System regarding budget problems and restrictions on an ongoing basis. Colorado State University ( CSU ) is a tier one Carnegie Research Institution and a recognized leader in infectious disease research.

    Position Summary

    The University Budget Office Senior Budget Analyst reports to the Director of the Office of Budgets. The primary role of this position is to establish and monitor budgets, perform analysis of sub funds, research and analyze issues regarding budget planning, development, and procedures. Respond to information requests as assigned. Provides work leadership and direction to other professional staff with respect to project approach and identification of project tasks. In addition, this position will facilitate the training and implementation associated with the University budget load and annual salary raise exercise. The position ensures compliance with University, State and Federal policies and procedures and regulations.

     

    The successful candidate will be proactive in identifying and addressing problems, have strong analytical skills and must be able to effectively communicate with a variety of stakeholders across campus.

    Required Job Qualifications

    + Bachelor’s Degree in Business Administration, emphasis in Accounting, Finance, Financial Management, or related field.

    + Five years of experience in budget development, tracking and analysis.

    + Experience and working knowledge of Microsoft Office Suite, specifically Excel, and the use of data mining tools.

    + Demonstrated in the application materials and interview process of professional communication skills with the ability to speak to all levels of the organization.

    + Strong organizational and complex problem-solving skills, follow-through, and attention to detail.

    + The successful candidate must be legally authorized to work in the United States by the proposed start date; the department will not provide visa sponsorship for this position.

    Preferred Job Qualifications

    + Demonstrated experienced in coordinating multiple areas including departments, colleges, and central administration.

    + Masters or MBA with a concentration in finance, accounting, or other related advanced degree.

    + Analytical abilities, including the use of statistical techniques, financial modeling, and data management.

    + Ability to work effectively in a multi-layered team environment, as well as autonomously.

    + Demonstrated knowledge and ability to foster and work within culturally diverse communities.

    + Experience in an institution of higher education or government.

    Duty/Responsibility

    + Independently manages complex budget and salary processes from development through implementation, exercising sound judgment and initiative to interpret policies, resolve issues, and ensure accuracy and compliance with university, state, and federal guidelines.

    + Advise and meet with campus business officers and others with the annual budget development process.

    + Assist with the development and implementation of procedures to facilitate and streamline the budget submission process, including formulation, evaluation, and verification of budgets.

    + Facilitate the coordination of training related to the annual budget submission process,

    + Assisting college and departmental personnel with budget development.

    + Facilitate the annual faculty/administrative professional salary raise exercise.

    + Assist with developing and implementing procedures to facilitate and streamline the salary raise exercise process.

    + Facilitate the coordination of training related to the salary raise exercise process.

    + Analyze data and prepare spreadsheets. These spreadsheets are then used as a means for communication to others across campus.

    + Develop and implement data queries to retrieve information to assist with budget and university planning, projections, and decision-making, and to provide information requested by CSU Administrators, State and Federal agencies, other higher education institutions, research groups and others.

    + Assists with creation and implementation of new organizations and departments within the university system which includes coordinating efforts with Institutional Research, Student Systems, Human Resources and Business and Financial Services personnel to ensure compliance with university policies and preservation of historic information.

    + Conduct ongoing reviews of budgets and financial activity for compliance with university fiscal policies.

    + Facilitate developing the annual raise base control numbers.

    + Process and approve budget change requests and other financial documents as needed.

    + Assist with monthly reconciliations of accounts within the Central areas.

    + Coordinates and distributes Central commitments to/from other University units.

    + Subject matter expert on University and Department(s) accounting structure.

    + Recommend and implement university process improvements, ensuring that documentation of processes is updated and accurate on an ongoing basis.

    + Prepares Ad Hoc financial analyses and reports working in conjunction with Office of Budgets staff and director.

    + Serve as the primary budget liaison for assigned academic and administrative units.

    + Mentor junior analysts and contribute to cross-campus initiatives and special projects.

    + Other Duties as assigned.
