    The Office of Economic Development and International Trade (“OEDIT”) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.

    Description of Job

    The position offers full-time employment as an exempt, at-will State of Colorado Employee with an anticipated duration through June 2026, with the possibility of extension based on available funding.

     

    This position is focused on supporting tax credit programs that incentivize economic development. The primary purpose of this position is to support the administration of the Film Festival Tax Credit, but this person will be cross trained on other tax credits including the Film Production Tax Credit, other tax credits and perform other duties as assigned.

     

    This position, while reporting to the Division of Business Funding and Incentives (BF&I), will have a dotted line reporting relationship to the Colorado Office of Film Television and Media (Film Office) and will provide administrative support for the Film Office team to help manage the public-facing aspect of the film festival tax credit program by coordinating meetings, creating marketing collateral, perform web updates, and other functions associated with the front-end management of the Film Festival tax credit under the supervision of the Senior Program Manager and deputy Director of the Film Office.

     

    The position will report to the Senior Program Manager for Tax Credit Administration in the Business Funding and Incentives team for all back-end tax credit administrative processes including Salesforce design, tax credit reservation and issuance tracking, expense validation, tracking credit’s status and ensuring statutory compliance, creation of reporting templates and materials, define and deliver data for legislative reporting and presentations, and other data-driven needs that arise.

     

    The position provides program staff and applicant support, application reviews, and organizes review panels for a number of tax credit programs, with a primary focus on Film Office tax credit programs. Since program applications are on a Salesforce platform, the candidate should be familiar with Salesforce or related customer relationship management software and have an interest in application design and processes. This role will provide support to other tax credit programs on the Salesforce platform handling a variety of processes and supporting improvements.

     

    The Tax Credit Program Analyst serves as a primary point person for program stakeholders including applicants, other state government partners, and public inquiries. The program analyst ensures that systems are functioning appropriately, applications are processed in a timely manner, program reporting occurs on a timely basis, communicates program information on our website and through other channels, and provides applicant support.

    KEY DUTIES AND RESPONSIBILITIES

    + Collaborate with and work under the direction of the Film Office, to organize and support the evaluation process, refine agreed upon procedures document and other reporting templates and materials at the direction of BF&I under the supervision of the Film office, create public facing marketing materials and assist with stakeholder communication and organization related to the Film Festival Tax Credit and Film Production Incentive Tax Credit

    + Communicate with tax credit applicants, potential applicants, certified public accountants (CPAs) and the public to provide program information and support.

    + Maintain and improve the Salesforce applications and related processes.

    + Maintain and improve program guides, tutorials, and webpages, including training CPAs and applicants in reporting processes specific to the Film Office tax credit programs.

    + Approve tax credit issuance applications according to the relevant statutes, and program Standards and Guidelines.

    + Coordinate with partners for program execution, improvement, and evaluation. Partners include OEDIT’s Salesforce Administrator, Colorado Office of Film staff, OEDIT Marketing and Operations teams, Colorado Department of Revenue contacts, Internal Partners within OEDIT, and others.

    + Respond to legislative and public information requests under tight deadlines.

    + Taking a fiduciary perspective on the tax credit application and issuance processes and ensuring that tax credit applicants follow appropriate processes, standards, and principles-based accounting, statutory, and program guidelines.

    + Create and design presentation materials for reporting to the legislature, the Economic Development Commission, the public, and other audiences

    + Work with researchers to distill economic impact data – such as return on investment numbers - relevant to the film industry and other industries supported by OEDIT tax credit

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications:

    Three years of experience in program administration, detailed business processes, or economic development or an undergraduate degree in business administration, public administration, economics, accounting, finance or closely related field.

     

    Customer support experience.

    Preferred Qualifications:

    Experience in government or program administration with a focus on positive public outcomes

     

    Experience with Salesforce as a program application platform

     

    Experience working with tax code and generally accepted accounting practices

     

    Experience in Webpage design and maintenance

     

    Experience in accessibility standards for online communications as well as program documentation

     

    Experience in grant program administration

     

    Experience with Tableau or another visual analytics platform

     

    Experience with Adobe or another design platform to assist with presentation material creation

     

    Desire to learn about the film community in Colorado

    Required Competencies:

    Personal Integrity and Responsibility: a high level of personal responsibility for carrying out and managing program requirements, time-management skills, prioritizing deliverables under a heavy workload, and driving results for the public good with a high degree of autonomy.

     

    Highly organized with demonstrated attention to detail.

    Computer Skills: This position requires intermediate to advanced computer skills such as:

    + Salesforce – familiarity with CRM and grant management or program applications.

    + Microsoft Excel – ability to create models, manipulate datasets, use formulas, link data, and create pivot tables.

    + Microsoft Word – write professional memos and letters, utilize a variety of formatting options, and mail-merge.

     

    Financial literacy: Familiarity with expense reports, income statements and balance sheets, income tax forms, and knowledge of common business structures.

     

    Customer service and communication: demonstrate a commitment to excellent service. Effective and diplomatic written and verbal communication. Ability to work with stakeholders with various degrees of computer literacy.

    Preferred Competencies:

    Adaptability: Adapt quickly to change; able to handle multiple issues and navigate resources in a calm, organized manner; open to new ideas and methods, can pivot quickly when experiencing unexpected and immediate changes.

     

    Critical thinking: Use logic and reasoning to identify the strengths and weaknesses of alternative solutions; consider resources and stakeholders when forming solutions. Strong analytical aptitude.

     

    Service orientation: passion for public service and desire to effect positive change.

    Conditions of Employment:

    Supplemental Information

     

    Salary Range: $58,000 - $68,000 Annually

     

    This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

     

    A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
