The Energy and Environment Program Leader will provide overall, high-level program and administrative leadership to assess, develop, deliver, and evaluate programming for the Energy & Environment Program of Cornell Cooperative Extension of Oneida County. The position is also responsible for developing and maintaining networks with a wide range of stakeholders, assessing trends related to energy and environment, developing reports and materials for funders, the identification of grant opportunities and for the completion of grant applications. This position will manage the department’s grants and contracts, ensuring that objectives and deliverables are met within the timeline and budget of the awarded grant.
+ Required Qualifications:
+ Master’s degree appropriate to the responsibilities of the position and 4 years of related experience. PhD may substitute for 2 years of experience.
+ Ability to initiate, plan, organize, implement, teach, and evaluate informal educational programs.
+ Ability to identify and involve appropriate people in determining local program needs.
+ Ability to lead programs and staff, oversee budgets, grants, and funding, and ensure program goals are achieved and reported properly.
+ Preferred Qualifications:
+ Specify preferred specialized education, field and/or certifications.
+ Experience identifying and applying for grants or other funding opportunities.
+ Experience in both educational program design and delivery.
+ Ability to meet travel requirements associated with this position.
+ Ability to meet acceptable background check standards.
+ Ability to work flexible hours, which may include evenings and/or weekends, as appropriate.
+ Proficiency or ability to learn and effectively use software including use of the internet and Microsoft Office applications (Outlook, Word, PowerPoint, Publisher, Excel).
Program Responsibilities:
Program Assessment – 5%
+ Provide leadership in assessing programs; make recommendations for programmatic offerings, enhancements, or improvements.
+ Develop program needs assessment with input from various committees and staff.
+ Analyze program needs based on assessments and input from community groups, staff, and other interested parties.
+ Participate in multi-disciplinary, multi-association efforts to assess program. Assist in regional team efforts to assess program.
+ Maintain direct linkage with Cornell University faculty or other Land Grant University faculty and program units for program assessment guidance.
+ Ensure program assessment is within scope of Association and statewide Plans of Work.
Program Development – 10%
+ Provide high-level subject matter knowledge to develop programs and new initiatives reflective of changing issues.
+ Create program materials to address participant needs.
+ Develop relationships with partner agencies, organizations, industries, and community leaders in order to obtain their assistance in program development.
+ Based on program evaluation data, formulate, and implement specific strategies to improve overall program quality, deliverables, and impact.
Program Delivery – 25%
+ Serve as a subject matter expert to staff, clientele and other audiences including schools, agencies and community groups as they are identified.
+ Represent Association to the public, community leaders, government officials and Cornell University in a professional manner as part of program delivery.
+ Provide programming to target audiences using a variety of delivery methods.
+ Provide educational programming using traditional and non-traditional methods (ie: on-line programming, apps, social media).
+ Maintain direct linkage with Cornell University faculty to consult on program delivery.
+ Ensure program delivery is within the scope of the statewide Plan of Work.
Program Evaluation – 5%
+ Appy subject matter knowledge to analyze and evaluate energy and environment programs.
+ Design and/or create program evaluation framework.
+ Implement program evaluation, analyze collected data and make recommendations for improvements.
+ Maintain direct linkage with Cornell University faculty and program units for program evaluation guidance.
+ Interpret evaluation data to constituencies and communicate evaluation results and findings.
+ Interact with various constituencies to obtain their evaluation of programs.
Administrative Responsibilities:
Direction – 20%
+ Provide leadership into the planning of the delivery and structure of established educational programs and activities.
+ Responsible for short and long-range program planning that addresses critical local needs as identified through needs assessments. This may include meetings, special training seminars, roundtable discussions, etc.
+ Provide leadership and commitment to seek out and secure grants/alternative funding sources to support Energy and Environment Program priorities.
+ Work with Executive Director and Finance on the development and allocation of program budget.
+ Lead the development of expanding relationships with appropriate agencies, organizations, and community leaders.
Management – 20%
+ Provide leadership for assigned Energy and Environment Program staff including ongoing supervision, guidance for program planning and implementation, employee development and training.
+ Evaluate and conduct annual performance reviews of assigned staff.
+ Monitor program to ensure that educational content conforms to research base, policies and objectives of the Association.
+ Manage Energy and Environment Program grants and contracts ensuring that the objectives and deliverables are met within the timeline and budget of the awarded grant or contract.
+ Ensure implementation of the program evaluation process.
+ Monitor income/expenses to ensure spending is within budget.
+ Demonstrate judgment and discretion to independently solve problems and resolve conflicts that arise in the Energy and Environment Program in accordance with the Association’s policies and procedures.
+ Assist in reviewing and identifying grant and other funding proposals.
Coordination/Operation – 10%
+ Coordinate program implementation efforts, planning and activities with staff.
+ Utilize program materials to recruit participants to the workforce development program.
+ Schedule, coordinate, facilitate and/or participate in project related meetings, trainings, and conference calls related to workforce development efforts.
+ Effectively maintain existing professional relationships with other agencies, organizations and businesses, government and community leaders, funders, etc.
+ Maintain confidentiality of all information and data collected, accessed and/or maintained.
+ Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.
+ This position may require the transport of self and/or program materials/resources in performing position responsibilities.
Professional Improvement & Other Duties as Assigned – 5%
+ In cooperation with supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
+ Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
+ Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
+ Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
+ Maintain regular and predictable attendance and punctuality.

+ Support the Association to maintain a safe working environment.
+ Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
+ Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.
Position Details Expected Weekly Hours: 40 per week Annual Salary: $60,405.80 - $70,000 ( commensurate with experience) Location: Oneida County CCE, Oriskany NY Office. Time Off: Generous time off, off includes 21 Vacation days, 15 Sick days, 4 Personal days, 12 Holidays, and 2 Floating Holidays annually. Additional benefits based on eligibility, include:
