Custom Job Purpose:
This position exists to provide leadership of assigned federal programs in order to provide supplemental programs and supports for the education of at risk students, including the Migrant Education Program, Neglected and Delinquent Program, and other ESSA authorized programs. Collaboration with other district programs and community resources to meet the needs of students and youth is essential. Position will ensure effective project implementation, evaluation and compliance as specified in Elementary and Secondary Education Act (ESEA)/Every Student Succeeds Act (ESSA) federal law, Florida Statutes and local district policies.
Essential Functions of this Job
Coordinate program, budget and technology aspects of assigned federal programs to meet the requirements of the Elementary and Secondary Education Act (ESEA)/Every Student Succeeds Act (ESSA).
Develop project applications, applicable budgets and amendments for assigned federal projects.
Collaborate with other departments, agencies to implement project initiatives.
Develop, compile and submit all necessary reports and records for the assigned federal projects to ensure that specified timelines are met.
Provide technical assistance to school sites in planning, developing, implementing, and evaluating project initiatives.
Conduct self-monitoring process as required by the Florida Department of Education (FDOE).
Collaborate with school and district leadership to ensure compliance with federal and state monitoring/audit regulations and procedures.
Research supplemental instructional programs, activities and materials to ensure initiatives funded by the Title I projects are research-based best practices and impact of funds will lead to improved student achievement.
Oversee the completion of comprehensive needs assessment and Migrant program planning to achieve high quality Migrant services and resources.
Collaborate with FDOE and Florida Recruiter state agency to provide continuous and updated training to ensure accurate identification and recruitment into the Migrant Education Program, including re-interview implementation and data reporting.
Ensure provision of Title I tutorial and transition services provided to neglected and delinquent students.
Keep professional skills updated by attending appropriate state, federal and local workshops and conferences.
Coordinate efforts to monitor program budgets to ensure funds are spent in reasonable, allowable and necessary manner.
Complete FDOE required mid-year and end of year program evaluations and monitoring reports.
Provide leadership and supervision of equitable services to participating private schools.
Work with community agencies to support parent and family engagement initiatives.
Ensure accurate and comprehensive data collection and reporting to FDOE on a continuous basis.
Supervise assigned personnel.

Knowledge, Skills and Abilities:
Demonstrated knowledge of project management, data management and evaluation of projects. Knowledge of Title I projects and ESEA/ESSA applicable laws, regulations and guidance.
Ability to analyze, interpret, synthesize, and use data in decision-making.
Knowledge of computer applications and technology as related to department job functions and enhancing learning environment for at risk students.
Organizational skills in data collection, record keeping, and audit documentation.
Skilled in developing partnerships and communicating with all stakeholders, the community and the public.
Bilingual/biliterate in English Spanish preferred.
Education, Experience and/or Certification/License Requirements
Graduation from an accredited college or university with a Bachelor's degree. Master's degree in Education, Education Leadership or Business Administration preferred. A minimum of three years' demonstrated experience/knowledge in administration, project management, federal education project, or data analysis required.
Supervision of personnel and/or administration preferred. Teaching experience in Title I school(s) preferred.
Must have a valid driver#s license appropriate to the vehicle assigned and be qualified to drive a School Board vehicle.
Work Context:
Requires sitting and some standing, walking and moving about to coordinate work. Requires face-to-face discussions and contact with individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires work with both internal and external contacts, and with the public.
Physical Environment:
Requires working indoors in environmentally controlled conditions. Requires sitting for the majority of the day, and the ability to lift, carry, move and/or position objects infrequently weighing up to 20 pounds.
Requires travel to schools and work locations within and outside the district.
