    This position is located at the MnDOT Golden Valley headquarters and has the flexibility to work in the office or a hybrid schedule that includes in office and teleworking time. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

     

    This position exists to provide administrative oversight and overall project management direction from inception to completion of the Golden Valley Central Resident Office construction projects; to be the primary contact in concert with the Metro District Construction Director for other public agencies, special interest groups and the general public regarding construction project activities; to establish effective long-term relationships with local units of government; and to provide overall direction and leadership to technical and professional documentation and inspection project teams in the application of knowledge, skills, tools, and techniques in the management of construction project activities for moderate to major scale construction projects on a project-by-project basis to meet the project requirements; to ensure consistency with MnDOT strategy, commitments and goals; and to ensure proper program execution and compliance with MnDOT, state and federal procedures, practices, regulations, and standards.

    Minimum Qualifications

    • Applicants must be licensed as a professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design or be able to obtain licensure through reciprocity. Comity (Reciprocity). (If obtaining licensure through Comity, a temporary permit from AELSLAGID must be provided to MnDOT HR prior to starting employment.)

    • Five (5) years of post-registration experience of which three (3) years must be at the Engineer Principal level or equivalent.

    • A Project Management Professional (PMP) certification can substitute for 6 months of the required Engineer Principal experience.

    If you meet the Minimum Qualifications, you must provide a written summary of your experience and knowledge in the following areas in order to be considered further in the selection process (please add them to the end of your resume):

    • Contract Administration experience for highway construction projects which includes experience such as writing change orders, processing monthly payment to vendors, etc.

    • Experience with project management of contract administration projects and critical path method scheduling sufficient to prioritize and schedule multiple construction projects to meet project deadlines while also managing project scope and budget.

    • Experience successfully managing contracts and project resources within scope and budget; managing the use and payment of employee overtime; and monitoring project costs.

    • Leadership and interpersonal skills needed to resolve issues, influence and persuade others, get group consensus, and negotiate resolutions; demonstrated ability to know when to compromise and when to pursue a specific course of action.

    • Demonstrated ability to effectively communicate clearly and concisely both verbally and in writing sufficient to give direction, facilitate meetings, make public presentations, and answer project specific and policy questions and to write letters and other documentation.

    Preferred Qualifications

    • Five years of experience in contract administration in highway construction.

    • Experience with alternative delivery methods such as Design Build and CMGC.

    • Experience with oversight of operating budgets for employee salaries, overtime, benefits, and non-salary items.
