In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The purpose of this position is to provide Department direction in the strategic planning and delivery of child placement services to all Minnesota child servicing and caring systems.
Responsibilities include:
+ Supervisingthe deliveryoflocalchildplacementcomprehensiveservices system toensure statewidecompliance with federal and state laws and regulations as required by the federal Title IV-E of the Social Security Act, Code of FederalRegulations,45CFRparts1356,1356,1357;StatePlan(1356.20)(472(a),Federal Review 45 CFR 1356.71
+ Supervisingthestrategicplanning forTitleIV-EFederalFinancial participation efforts.
+ Supervising TitleIV-Estaff/teaminaccordancewithDepartmentpersonnel policies.
+ Directing theTitleIV-Ereimbursementprogram at the state level to ensure that fiscal and program requirements are met.
+ Supervisingandmanaging TitleIV-Ereimbursementactivitiesatthestateleveltoensurethatfiscalandprogram requirements are met.
+ Leadingthedevelopmentofstatepolicyandlawsonchildplacementservices in accordance with Title IV-E requirements.
+ SupportingtheChildSafety and Permanency division’s goals and initiatives to improve child safety, permanency and well-being for children in Minnesota.
Minimum Qualifications

Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of specialized professional experience working in a social services program, with an emphasis on child protection, foster care, Title IV-E and adoptions. Experience must demonstrate the following:
+ Knowledge of federal and state child welfare foster care and permanency programs and statutes and policies
+ Experience in policy analysis, providing guidance on child welfare state and federal laws, and best practices in child welfare.
+ Project and program management experience that includes strategic planning and management
+ Demonstrated experience managing and leading staff, dealing with conflicts or difficult situations, providing coaching, guidance, and performance evaluations
+ Experience in community engagement and in building solid partnerships with counties, Tribes, service providers, community partners and families
+ Strong verbal and written communication skills to effectively share knowledge, collaborate across units, and present findings to stakeholders
Preferred Qualifications
+ Master’s degree in social work or a related field
+ Experience managing internal and external relationships and resolving conflicts in a collaborative and constructive manner.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
