    S ummary

     

    The Senior Vice President of Climate Resilience and Land Use Strategy leads the Development and implementation of MTA's climate and land use-related initiatives. The position collaborates across MTA C&D, HQ, MTA operating agencies, and external stakeholders to advance priority programs for climate adaptation, region-wide sustainability goals, and improving transit through design, land use , and public realm improvement strategies.

     

    The SVP applies technical knowledge – coupled with a deep understanding of MTA customer priorities, agency needs, and regional objectives – to identify, guide , and implement climate and land use initiatives that support the MTA's mission and the region's growth and future. The position requires strong vision, communication, and managerial skills, as well as oversight of project and public processes and consensus-building across many layers of diverse stakeholders.

    Responsibilities

    Specific responsibilities for the Senior Vice President include:

    Articulate and deliver on a strategic vision for climate and MTA land uses across the MTA, including those that tackle climate threats to MTA infrastructure, those that boost transit efficiency and utilization, and those that avoid regional transportation-related greenhouse gas emissions and emissions from MTA operations and construction activities. Recommendations in all areas shall build a pipeline of actionable projects with clear implementation pathways.

     

    Develop and implement guide plans for MTA facilities across the region, considering MTA's immediate and long-term needs, the surrounding land use context, and emerging land use trends in surrounding neighborhoods.

     

    Oversee Planning for selected site-specific initiatives to improve non-vehicular transportation connections and access .

     

    Integrate climate- and land-use-related priorities into new and rebuilt capital assets, facilities , and campuses, including evolving technologies, new standards , and opportunities to achieve multiple benefits. Recommendations must demonstrate rigorous evaluation of physical feasibility, effective use of capital and operating funds, ability to operate and maintain, and performance outcomes.

     

    Evaluate and recommend capital investments that protect MTA infrastructure from climate change impacts, reduce greenhouse gas emissions, and optimize the use of MTA properties and landholdings.

     

    Establish climate-related standards and guidelines for MTA capital projects and other investments. Consult with climate science experts on climate risk projections and share knowledge and implications across MTA.

     

    Contribute to the Twenty-Year Needs Assessment, 5-year Capital Program, and related planning and policy documents (such as the systemwide Climate Vulnerability Assessment) that communicate the importance of the MTA assets.

     

    Communicate strategies clearly and succinctly to both technical and non-technical audiences.

     

    Interface with other local, regional, and national stakeholders on transit, climate and land use matters , including in public forums.

     

    Engage with other public and private entities on emerging best practices and strategies.

     

    Build productive working relationships and collaborate across C&D and with operating Agency user departments (Power, Stations, Maintenance of Way, etc.).

     

    Work across MTA agencies, MTA Real Estate, and within C&D's Capital Planning, Regional Planning, and Transit-Oriented Development teams to develop viable strategies and realistic land use objectives.

     

    Cultivate a diverse team of professionals that works across disciplines to support the agency-wide vision for proactive climate actions and a coordinated land use strategy.

     

    Develop Planning's role in identifying and supporting external funding opportunities to implement climate and land use-related priorities.

     

    Education and Experience

     

    Bachelor's Degree in Business, Engineering, Transportation, Public Policy, Planning, or a related field.

     

    Master's degree preferred.

     

    Must have a Minimum of eighteen (1 8 ) years of related experience .

     

    Must include a minimum of (10) years in a leadership and/or managerial role in a large, multi-faceted, fast-paced organization or governmental body preferred.

     

    Knowledge of capital planning and asset management activities.

     

    Knowledge of frameworks for analyzing asset conditions and system performance data.

     

    Excellent communication and interpersonal skills, including demonstrated ability to persuade others and achieve beneficial outcomes.

     

    Excellent organizational and presentation skills.

     

    Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.

     

    Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor's Office for New York State, the New York City government, elected and other public officials, and any other federal or state agency or authority staff .

     

    Demonstrated ability to work in a high-profile, high-pressure environment effectively.

     

    Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

     

    Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility .

    Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the " Commission " ).
