Summary See below for important information regarding this job. Responsibilities Serves as Branch Chief in the Support Services Division within DLA Document Services. Seeks and obtains approvals for new programs and revised directions through collaboration with leadership resulting in clearly defined documentation. Operates and performs assigned functions with limited guidance and oversight, performs in-depth requirement assessments, best solution analysis, resource reviews, personnel and program impact determination to best Course of Action (COA). Maintains responsibility for human capital programs in the operational realm (e.g., EAGLE, DTS, GTCC). Maintains responsibility for research, analysis, and recommendations and establishment of new programs based on shifts in the strategic direction of DLA Document Services to achieve strategic goals and objectives. Ensures compliance with all aspects of Equal Employment Opportunity rules and regulations acting as decision authority for personnel actions including the progressive disciplinary process. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing provisions of personnel management programs such as overtime policies and practices, labor management relations, safety and health practices and internal control programs. Analyzing overall operations of assigned programs to evaluate their effectiveness in managing people, dollars, and materials. Providing recommendations as to selection, promotion, transfer, commendation and discipline of subordinate personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
