Job Overview
Description
The Emergency Management Assistant and Maintenance Specialist perform responsible semi-skilled work in the preventive maintenance, minor repair functions, and cleaning therein of the Dubuque County Emergency Management Building and Training Center and performs any outside building and/or grounds associated with the training center campus. They also assist with the operations of the Emergency Management Agency / Emergency Operations Center. Work is performed under the general supervision of the Dubuque County Emergency Management Coordinator and the person is an employee of the Dubuque County Emergency Management Commission.
The primary duty for those serving in this position includes the exercise of discretion and independent judgment with respect to matters of significance, to provide administrative support in the areas of administration, operations, training, and related technical issues for the Dubuque County Emergency Management Agency in emergency management and homeland security programs as described in Chapter 29 C of the Iowa Code, Chapter 7; and Iowa Administrative Code 605A.
Job Duties
_The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned._
+ Performs duties as assigned in the absence of Emergency Management
+ Take an on-call schedule in the absence of the EMA Coordinator.
+ Operates the equipment and vehicles assigned to the EMA including trailers and heavy equipment.
+ Responds to the emergency operations center for events and to fulfill requirements as assigned in the Emergency Support Functions (ESF) of the Comprehensive Emergency Management Plan.
+ Assisting as needed with planning, training and exercises as scheduled.
+ Works with vendors and manufacturers of equipment regarding the purchase of new and the maintenance of existing communications equipment.
+ Washes windows, windowsills, walls and vents.
+ Performs basic building maintenance electrical such as replacing light bulbs, ballast, small motors, cords, switches, and receptacles.
+ Performs basic building maintenance plumbing such as repairing minor leaks, replacing washers, seals, diaphragm flushometer kits, existing plumbing devices and fixtures, unclog drains and toilets.
+ Change air filters, water filters, and humidifier cylinders.
+ Performs general building maintenance and cleaning.
+ Ground maintenance work, grass cutting, remove weeds, and snow removal.
+ May be required to supervise, and/or work alongside of part-time help or volunteers.
+ Other responsibilities and duties as assigned by the commission or the coordinator
Minimum Qualifications
Education and/or Experience Requirements:
+ Any combination of education and experience equivalent to graduation from high school, or GED equivalency, and any basic knowledge of mechanical and technical machine shops.
+ Experience in emergency and disaster plans development.
+ Previous or current experience in command staff role at a public safety agency is preferred.
Licenses, Certifications, and Other Requirements:
+ Completion of FEMA (Federal Emergency Management Agency) Independent Study-100, 200, 700 and 800 within one year of hire.

+ Ability to maintain composure while working under pressure and adapt quickly to change.
+ Ability to express ideas and make presentations effectively both orally and in writing.
+ Ability to coordinate municipal/county services and departments and outside agencies to meet citizen needs in a disaster or emergency.
+ Ability to establish and maintain effective working relationships with employees, elected and municipal/county officials, outside agencies, and the public.
+ Knowledge of local, state, and federal laws and regulations pertaining to emergency management and emergency planning.
+ Knowledge of basic computer skills; documents and spreadsheets.
+ Ability to express oneself clearly and concisely, both orally and in writing.
+ Ability to establish and maintain effective working relationships with other agencies, employees, volunteers, public officials, and the public.
+ Ability to prepare accurate reports.
+ Ability to write plans and direct the use of resources and coordinate emergency operation under extraordinary circumstances.
+ Available to respond to emergencies during off hours.
+ General knowledge of cleaning methods, materials, and equipment.
+ Ability to perform preventive maintenance tasks, and minor repair functions.
+ Use small hand tools and power tools.
+ Ability to diagnose and identify a failed piece of equipment.
+ Ability to bend, stoop, squat, lift, and walk steps with reasonable accommodation.
+ Ability to pass a county health examination, if required.
+ Must possess a valid Class A CDL driver’s license from their state of residence and be insurable under the county’s insurance.
+ Knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS) and the Dubuque County emergency radio system on the shared area radio agreement (SARA).

Physical Requirements
+ Must be able to perform the above duties by the standards described above with reasonable accommodations.
Work Environment
+ Work is both outdoors as well as in the office setting; workers may be exposed to adverse and extreme environmental conditions.
+ Frequently work alongside moving traffic or roads.
+ Frequent use of machines or equipment with loud noises.
+ Occasional travel.
