The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation that will enhance his or her well-
being.
HASA provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational
goals and receive support. Other HASA’s services include home care and homemaking services, mental health and substance abuse screening and treatment referrals, transportation assistance, referrals to community-based organizations, and SSI or SSD application and appeal.
The HIV/AIDS Services Administration (HASA) is recruiting for one (1) Staff Analyst II to function as a Quality Assurance Auditor, who will:
- Review contracts, budgets and case records and related documents in preparation for program audits.
- Schedule and make visits to agency sites.
- Conduct meetings with vendor employees on audit finding and analyze vendor forms and procedure that are used in the delivery of services to HASA clients.
- Ensure that vendors’ client rosters are up to date and match information in HASA WEB.
- Verify vendor staffing to ensure that vendor has sufficient staff to maintain services to clients.
- Visit and interview random sample of clients in their homes in order to assess their living conditions, housing/furniture provisions, and satisfaction with vendor services.
- Provide training to vendors when needed.
- Prepare and submit comprehensive reports of finding including program strengths and weaknesses and make recommendations for corrective actions.
- Review provider food offerings to ensure they meet nutritional guidelines.
Salary Range: $70,310.00- $80,856.00
Work Location: 375 Pearl Street, New York, NY
Hours/Schedule: 9:00a- 5:00p

Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
