    Job Summary:

    Serves as the lead of the Office of Nutrition and Food Services. Oversees and guides the mission, vision, policy, and procedure of the food service operation statewide.

    Primary Duties & Responsibilities:

    + Serves as subject matter expert for the Office of Nutrition and Food Services.

    + Directly manages and provides leadership to four employees and general oversight of Food Service Managers (FSMs) at all facilities. Responsibilities include day-to-day support and troubleshooting, performance management, timekeeping, training, and human resource functions including recruitment and onboarding.

    + Leads directing the development and administration of policies and the food service program.

    + Leads the development and tracks status of annual strategic goals

    + Oversees specifications and bids, addendums, and amendments for supplies, materials, and grocery products, and completes contract assessments, amendments, and renewals.

    + Primary point of contact for United States Department of Agriculture (USDA), Department of Education (DOE), and the American Correctional Association (ACA) representatives.

    + Develops food service budgets annually for all facility food service personnel, supplies and materials, regular operating, training, freight, and annual needs.

    + Completes annual School Nutrition Online (SNO) reporting required for monetary reimbursement, USDA commodity foods, and Department of Defense (DOD) produce.

    + Primary point of contact for USDA Administrative Audit. Responsible for preparing central office staff, facilities, and collecting required documentation.

    + Develops and maintains ACA folder building resources for facilities to assist with ACA folder assembly for initial and recurring audits.

    + Leads planning, development, and implementation of various statewide trainings, including in-person and online. Where applicable, acts as a presenter, develops supporting materials, and researches appropriate trainings and conferences.

    + Serves as statewide ServSafe Instructor and Proctor for staff and tracks food service leadership ServSafe certification status.

    + Serves as final approver for all food service-related purchases and provides guidance.

    + Serves as final approver of annually updated menus for all facilities.

    + Compiles monthly staffing report, which includes detailed status of all food service positions and identifies critically staffed facilities.

    + Manages the business unit of ONFS, including financial, purchasing, and payment functions.

    + Analyzes operational and budgetary data and makes program decisions based on findings.

    + Manages operations, policy development, research and data analysis, quality improvement, and compliance monitoring.

    + Oversees the development and ongoing management of a variety of program areas.

    + Conducts facility site visits as needed.

    Minimum Qualifications:

    + Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role.

    + Or nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role.

    + Or five (5) years of experience required at the lower-level Sr Mgr, Business Ops (GSM012) or position equivalent.

     

    NOTE: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

    Preferred Qualifications:

    + Advanced degree in a related field such as business, nutrition, or hospitality

    + Registered and Licensed Dietitian

    + Statewide ServSafe Instructor and Proctor

    + Experience in preparing and overseeing budgets

    + Knowledge of the operation of the Department of Juvenile Justice

    + Knowledge of USDA and DOE regulations of School Breakfast Program, National School Lunch Program, Afterschool Care Program, and USDA Commodities.
