    Salary: $22.03-$30.82/Hour (Salary includes 2.25% Stipend)

     

    The Department of Public Safety, Access Integrity Unit, is responsible for statewide training of all Criminal Justice Terminal Operators and auditing all State of Maine Law Enforcement agencies to assure compliance of federal and state laws, as well as regulations and other guidelines.

    Primary responsibilities include:

    + Maintain and monitor the METRO network and infrastructure for use across the State of Maine, including the ability to set authorization and access levels for users of the METRO, NLETS and NCIC systems.

    + Assist with investigations of misuse of the METRO, NLETS and NCIC system, including recommendation of possible sanctions.

    + Work with the courts and other partner agencies to validate and maintain the integrity of electronic warrants, bails, protection orders and any other information exchange interface in or out of the Maine METRO switch.

    + Perform audits on other agencies accessing the NCIC system as required by CJIS Security Policy, including recommendation of possible sanctions.

    + Assist with instruction and certification of potential users of the Maine METRO and NCIC systems, to include oversight of lesson plans and tests utilized during such training.

    + Assist with access agreements between the Maine State Police and other partner agencies looking to access the METRO network.

    + Represent the Maine State Police at various meetings, both through verbal and written communication, concerning matters impacting the METRO, NCIC and NLETS systems. Such meetings could include discussions on system interfaces, national meetings on NLETS or NCIC matters, or communicating with various other state agencies.

    + Analyze data gathered, develop information and documentation, and consider solutions or alternative methods of proceeding in order to recommend organizational and system changes and modifications.

    + Assist with the installation of new systems, confers with and trains agency staff, and conducts operational effectiveness reviews in order to ensure smooth system implementation and functioning.

    + Develop and update manuals in order to outline performance methods, organizational policies and procedures, and system operations.

    Skills or knowledge required:

    + Knowledge of data collection and interpretation methods and techniques

    + Knowledge of methods and techniques of analysis, work simplification, and forms and records control.

    + Ability to gather, assemble, calculate, and analyze facts and draw valid conclusions.

    + Ability to analyze and interpret laws, rules, and regulations

    + Ability to communicate effectively.

    + Ability to write clearly and effectively.

    + Ability to develop recommendations for the revision or repeal of laws, rules, regulations, policies, and procedures; and the implementation of new systems and organizations

    + Knowledge of current developments in systems analysis and applications.

    + Ability to oversee, review, evaluate, and direct the work of others.

    Minimum qualifications:

    Six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

    Preference will be given to those applicants:

    + Are Maine Certified Terminal Operators.

    + Are familiar with both the NCIC and Maine METRO manual.

    + Have experience writing technical training documents.

    + Have experience in training in a classroom setting.

    + Have experience managing and updating databases.
