    Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position to serves as the Crisis Services Coordinator in the New York City Field Office. Specific duties to be performed may include, but are not limited to, the following: CPEPs:• Work in collaboration with CO and the NYCFO Licensing team to provide consultation and/or technical assistance to ensure the safety, quality of care and regulatory compliance at all NYC CPEPs. Mobile Crisis:• OMH lead to work in close collaboration with CO, NYCFO and DOHMH on NYC’s Mobile Crisis Teams, including: participating in quarterly MCT Director meetings, reviewing data reports, providing case consultation and/or technical assistance to ensure the safety, quality of care and regulatory compliance of all NYC Mobile Crisis Teams, reviewing 9.58 certification procedures and other best practices or training related to mobile crisis work.Crisis Residential:• Work in collaboration with CO and the NYCFO to support the operations, and potential expansion of, NYC Crisis Residential services. This includes: providing consultation and/or technical assistance to ensure the safety, quality of care and regulatory compliance at all NYC Crisis Residential programs, and attending DOHMH’s and OMH’s Crisis Residential Directors meetings and reviewing relevant data reports. Crisis Stabilization:• Assist CO Crisis Team and NYCFO on the development and implementation of NYC Crisis Stabilization Centers. Once the centers are in operation, work in collaboration NYCFO and CO to provide consultation and/or technical assistance to ensure the safety, quality of care and regulatory compliance at all centers. NYC Crisis System: • Participate in NYC Crisis Collaborative, as well as other New York City behavioral health crisis-related interagency meetings • Work with relevant government agencies and/or providers on non-licensed NYC crisis services or pilots such as: Co-Response Teams, HEAT, BHEARD and Support and Connection Centers • Collaborate with CO, NYCFO, providers and other government agencies as it relates to crisis services and special populations (such as: individuals with connection to the criminal justice system, individuals receiving OPWDD services and/or unhoused individuals)• Facilitate connections between all of NYC OMH Licensed Crisis Services, including: 988, CPEPs, Mobile Crisis Teams, Crisis Residential programs and Crisis Stabilization Centers• Work with NYCFO, CO Crisis Team and DOHMH to support the success of the NYC Regional 988 Call centers Crisis Concerns:• Address questions, concerns and/or complaints from crisis service providers/programs as well as consumers. This would include working with NYCFO concerns unit on recipient concerns that may reflect an individual experiencing a mental health crisis and attending the HRHP meetings and assisting with follow up coordination with CPEPs, Mobile Crisis Teams, Co-Response or other crisis intervention services. This would also include alerting CO and NYCFO leadership to OMH Licensed Crisis Programs (or cases at crisis programs) of concern.

     

    Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can subsitute for one year of specialized experience.Transfer Opportunity:Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level. 55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. In addition to a current 55b/c eligibility letter, candidates must possess a Bachelor's or higher degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a mental health program.
