Duties Description Position Information:The New York State Department of Agriculture and Markets is seeking a Veterinarian 2 to work in Lewis, Oswego, Oneida, and Madison Counties. As a Veterinarian 2, you would provide a full range of surveillance, diagnostic, disease control and eradication, and preventative animal health services to livestock producers, companion animal owners and caretakers, and public health partners within an assigned geographic region. You would plan, coordinate, and adapt medical and program procedures to deal with animals and birds infected with or exposed to contagious livestock diseases, inspect and examine animals and birds with evidence of persistent or recurrent disease conditions for the probable causes and effects, diagnose symptoms of suspect herds and flocks to identify the specific disease and treatment necessary, and certify the health of livestock to be exported to other countries. You may have sole responsibility for one or more statewide program(s) which would require you to be the leader, technical expert, and administrator in that program area.This position can be based out of your home and requires travel within an assigned region. This position is perfect for a self-driven candidate who wants autonomy over their schedule, the ability to work from home, and enjoys working outside the office setting! This position Lewis, Oswego, Oneida, and Madison Counties. Residency in one of these counties is a preferred.The Veterinarian 2 is a full-time position working 40 hours per week, Monday-Friday. Salary:The starting salary for the Veterinarian 2 is $106,898/year, and the hiring salary for the PEF salary grade (SG) 27. The candidate appointed will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-27 job rate salary of $131,665/year!Benefits:This is a PEF-represented position that offers excellent benefits! Embrace the chance to join our team, and you’ll not only reap a fulfilling career but also sow the seeds for a healthier, stronger New York.NY HELPS Minimum Qualifications:NY HELPS Qualifications: Possession of a Doctor of Veterinary Medicine Degree from a college/university accredited by the American Veterinary Medical Association or equivalent; possession of a license to practice veterinary medicine in New York State; and proof of accreditation by the Animal and Plant Health Inspection Service of the United States Department of Agriculture; and three years of experience dealing with livestock diseases including horses, cattle, sheep, swine, and poultry or wildlife.Minimum Qualification Substitution: Completion of six courses from the Federal Emergency Management Agency’s Emergency Management Institute or accredited education institution in the following areas may substitute for up to one year of experience: Foreign Animal Diseases, Zoonotic Diseases, Bioterrorism Select Agents and Emergency Preparedness, Animals in Disasters, Livestock in Disasters, Principles of Emergency Management, Principles and Methods of Epidemiology, or Statistical Inference. Alternate Minimum Qualifications:Reassignment Qualifications: You must be a current Department of Agriculture and Markets employee and have one year of permanent, contingent-permanent, or 55 b/c service as an Veterinarian 2, G-27; if you have less than one year, you must be reachable on the current eligible list for this location if one exists.Reinstatement Under Rule 5.4: Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions, or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Additional Comments NY HELPS Program:This title is part of the New York Hiring for Emergency Limited Placement StatewideProgram (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Locations for Position: Lewis, Madison, Oneida, and Oswego County, NY Travel Requirements:These positions require extensive travel. Appointees must either possess at the time of appointment and continuously thereafter a valid driver’s license to operate a motor vehicle in New York State and have access to a motor vehicle when necessary or otherwise demonstrate their capacity to meet the regular transportation requirements in carrying out their field work responsibilities. Additionally, appointees are required to travel out-of-state for overnight trips on occasion due to ongoing training commitments.
