Summary Statement
The City of Boise is seeking a dynamic and experienced leader to serve as the Planning and Development Services Director. This executive-level position oversees four interconnected divisions—building compliance, current and long-range city planning and transportation planning, housing and community development, and department operations—that collectively support Boise’s vision of a safe, livable, and economically vibrant community.
Under administrative direction, the Director leads department-wide strategic planning, policy development, and implementation aligned with the City’s strategic goals. This role is responsible for managing growth, guiding zoning and infrastructure planning, and ensuring equitable access to housing and services across the city. The Director is a key member of the City’s leadership team and plays a central role in shaping Boise’s future through thoughtful planning and development strategies.

Essential Functions
Implements the organization's values, mission and strategic goals as related to employee oversight; develops strategic goals and plans for assigned teams and departments; and directs and leads the activities of an established city department. Provides leadership to recruit, develop, and retain highly competent, service-oriented staff representative of our community, and maintains a positive employee environment.
Participates as a member of the Executive Management Team addressing matters of concern to the department and the city. Takes part in strategic planning and works closely with the city's elected leadership in setting and carrying out the city's vision, mission, goals and objectives for the Planning and Development Services department (PDS).
Directs planning, zoning, building and housing services. Implements continuous improvement initiatives to enhance seamless service to the community.
Develops and implements policies and programs that foster community partnerships and public support. Represents the city in engagement with businesses, media, elected officials and agencies. Facilitates public engagement through boards and commissions including Planning and Zoning, Historic Preservation and Design Review.
Presents the annual budget for approval by the mayor and city council. Oversees capital project planning and department operations. Serves as a technical advisor to the mayor and city council. Reports on departmental performance and reviews relevant legislation for compliance.

Requirements
Required Knowledge, Experience, And Training
Bachelor’s degree in real estate, business or public administration, urban planning, economic/community development or a related field and fifteen years of experience as a commercial/residential real estate developer with significant community involvement in high-quality developments and/or as a manager of municipal planning, economic/community development programs or similar experience and five years of experience in a supervisory or management level position.
Knowledge of: local, state and federal rules, regulations and policies; leadership principles and practices; business management principles; budgetary principles and practices; and computer usage including related software.
Ability to: conduct management studies and provide analysis; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Master’s degree in business or public administration, real estate, urban planning, economic/community development or a related field and twenty years as a commercial/residential real estate developer in a medium to a large community and/or as a manager of municipal planning, economic/community development programs or similar experience.
Licensing And Other Requirements
Valid state-issued driver’s license.
