    Job Summary & General Information

     

    Under general direction of the Security and Network Manager, the Microsoft 365 Administrator has three primary responsibilities. First, is the administration of Microsoft 365 modules and systems, including support of information security policies and procedures as it relates to Microsoft 365. Second is the administration of endpoints, as a member of the annual refresh team. Third is primary or backup support of some of the Public Safety software, hardware, and systems as a public safety support team member. Other duties include being a backup support of the helpdesk team.

     

    This is a exempt position.

     

    Essential Job Functions and Responsibilities

    + Administrator of Microsoft 365

    + Administer all Entra ID services.

    + Administer all SharePoint, Teams, and OneDrive services.

    + Administer Exchange Online services.

    + Implement and manage security features to protect Microsoft 365 data.

    + Configure and maintain Microsoft 365 applications.

    + Collaborate with other IT professionals to integrate Microsoft 365 with other systems.

    + Manage Microsoft 365 licenses and subscriptions.

    + Ensure compliance with industry and government regulations as it pertains to Microsoft 365.

    + Provide training and support to users of Microsoft 365 applications.

    + Stay up-to-date with technology advancements and improvements in Microsoft 365.

    + With the Manager, administer Active Directory environment from a cybersecurity perspective, including all objects and policies.

    + On-board and off-board user identities while setting policies and procedures to ensure their accounts and associated licenses are accurate and maintained.

    + Participate in development, implementation, and monitoring of comprehensive IT security and risk management programs.

    + Participate in development, implementation, and enhancement of the City’s IT governance framework.

    + Understand and interact with related disciplines to ensure the consistent application of policies and standards across all technology projects, systems, and services.

    + Administration of Endpoints as Part of a Team

    + Deploys, monitors, maintains, upgrades, repairs, and supports PCs, mobile devices, hardware sub-components, operating systems, software, and peripherals.

    + Is a member or lead of the Refresh Team which prepares and deploys new PCs while data-wiping, removing, and disposing of out-of-warranty PCs on an annual basis.

    + Administers MDM policies to secure, monitor, and control endpoints, including workstations, phones, and tablets.

    + Member of Public Safety Support Team

    + Provides advanced desktop support to clients; installs and configures hardware, software, operating systems, and peripherals; troubleshoots diagnoses and resolves complex hardware and software problems.

    + Performs a variety of complex systems analysis in the design, implementation and maintenance of information systems and supporting computer hardware and software applications; programs new applications or enhances existing programs.

    + Plans, develops, and analyzes system software additions, changes, and enhancements; determines the impact of existing systems and local/wide area networks.

    + Coordinates consultants for special projects.

    + Is a member of the Public Safety On-Call rotation.

    + Is a higher-level member of the Help Desk Team, including responding to user issues, system-generated issues, and participation in helpdesk service requests. This may include filling in for lower-level members in their absence.

    + Participates in developing and implementing goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.

    + Assists with purchase/upgrade of information systems; assists departments in determining hardware/software needs; determines required specifications and obtains price quotes; makes recommendations for additions and upgrades; research potential purchases and new products.

    + Meets and/or exceeds customer expectations with an unparalleled commitment to excellent customer service and positively promoting and enhancing the services and programs offered by the City of Alpharetta.

    + Communicates with the director, manager, team, employees, other departments, program participants, outside organizations, and other individuals as needed to coordinate work activities, review the status of work, or exchange information.

    + Maintains a calendar of appointments or events relating to all activities.

    + Maintains confidentiality regarding data, information, documentation, processes, and functions of the City of Alpharetta.

    + Creates/maintains support for department records.

    + Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of local and wide area network development.

    + Works with other positions in the department to learn the day-to-day operation of all systems.

    + Performs related duties as required or assigned.

    KNOWLEDGE, SKILLS, & ABILITIES REQUIRED

    Knowledge of:

    + Principles, practices, methods, and techniques used for administrating the many Microsoft 365, Entra, and Active Directory systems.

    + Operational characteristics, services, and activities of a comprehensive cybersecurity program, including: DMARC, DKIM, SPF and other email security best practices.

    + Operational characteristics and capabilities of a variety of information systems, including network and personal computer operating systems, hardware, software, applications, peripheral equipment, virtual and cloud technologies, and mobile device management.

    + Scripting knowledge, especially with PowerShell.

    + Windows operating systems/servers.

    + Operations, services, and activities of information systems programs.

    + Principles and practices of computer science and information systems.

    + Principles and concepts of network technology.

    + Principles and practices of system testing, analysis and network security and administration.

    + Methods and techniques of developing technical manuals and instructional materials.

    + Principles and practices of customer service.

    + Pertinent federal, state, and local laws, codes, and regulations.

    + Proficiency with personal computers and Microsoft Office.

    + Excellent written and oral speaking skills.

    Minimum Qualifications

    Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

    Required:

    + Bachelor's degree from an accredited college or university with major course work in computer science, information systems, or a related field.

    + Three years of increasingly responsible Microsoft 365 administration experience.

    + Possession of a valid Georgia Class C driver's license.

    + Ability to work nights, weekends, holidays, and at odd or irregular hours for extended periods of time in either on-call or emergency conditions; must stand 24-hour on-call duty as assigned on a rotating basis to respond to all calls related to City-maintained equipment and systems.

    + Personal vehicle required to travel between various City and business-related locations.

    Preferred:

    + Microsoft 365 Certified: Administrator Expert, Microsoft 365 Certified: Endpoint Administrator Associate, Microsoft 365 Certified: Messaging Administrator Associate, Microsoft 365 Certified: Teams Administrator Associate, Microsoft Certified: Identity and Access Administrator Associate, Microsoft Certified: Information Protection and Compliance Administrator Associate certification

    + Certified Ethical Hacker (CEH), CompTIA Security+, CompTIA CySA+, Certified Information Systems Security Professional (CISSP), or Certified Information Security Manager (CISM) certification

    PHYSICAL DEMANDS & WORK ENVIRONMENT

    Physical: Primary functions require sufficient physical ability and mobility to work in an office setting and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.

     

    Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.

    Medical, Dental and Vision

     

    Medical: 2 High Deductible Health Plan (HDHP) options (HRA and HSA) with lower monthly costs. Dental: no deductibles. Coverage includes preventive, basic, major restorative, and child orthodontia. Vision: eye care and eyewear (contacts, lenses and frames). Laser correction procedures. FSA: Medical and dependent care.

    Retirement Health

    Medical Coverage: retirees (age 55+ and 10+ yrs. of service) may continue individual coverage up until Medicare eligibility at age 65. Medical Reimbursement: retirees (age 55+ and 15+ yrs. of service) receive a monthly reimbursement benefit as periodically determined by the Pension Board of Trustees.

    Retirement

    Defined Contributions 401(a): City contributes 10% of employee's annual base pay. Vested benefit accrued at 20% a year, with full vesting after 5 years of service. Deferred Compensation (457) and Matching Contributions: employees may elect to participate at any time. After 1 year of continuous employment, City matches employee's contributions, up to 5%.

    10 City Holidays and 1 Personal Holiday upon hire and every Jan. 1st.

    Paid Parental Leave

    2 weeks paid parental leave for birthmother, spouse and adoptive parents (after 1 year of employment).

     

    Georgia College Savings (529)

     

    Employees can opt to participate in this state-sponsored, tax-advantaged college savings plan.

    Tuition Reimbursement

    After 1 year of employment, employees may receive tuition reimbursement up to a rate equivalent to 15 credit hours at Georgia State University annually. Reimbursement is based on prior approval, course grades, and annual program funding.

    Employee Assistance Program (EAP)

    24/7 assistance. 6 confidential counseling sessions per issue for employee and/or family member.

    Group Term Life Insurance and AD&D

    Employee: 3.5 x annual base pay up to annual maximum. Spouse: $5,000. Child: $2,500. Premiums paid 100% by the City.

    Disability Insurance

    Short-Term Disability: 66.67% of base pay after 14 days of disability. Long-Term Disability: 60% of base pay after 26 weeks of disability. Premiums paid 100% by the City.

    Paid Time Off (PTO)

    PTO is provided for rest, recreation, illness and family needs. Hours are accrued bi-weekly.

    + 1.1 - 5.0 yrs of service - 18 days annually

    + 5.1 - 10.0 yrs of service - 24 days annually
