The City of Portland Bureau of Environmental Services (BES) is seeking a Facilities Manager (Manager I)to oversee and manage the Facilities Maintenance Program for the bureau.
The goal of the Facilities Maintenance Program is to develop and maintain a level of service required to create a productive, safe, efficient, and cost-effective work environment that meets required building and safety regulations and is equitable, inclusive, and person-centered. The daily operation and maintenance, as well as asset management of facilities, will be managed by this position. This includes the management of over 200 different structures and associated property, 75 of which are located at two wastewater treatment plants. This includes 125 acres of property at Columbia Boulevard Wastewater Treatment Plant (CBWTP), 10 acres of property at Tryon Creek Wastewater Treatment Plant (TCWTP), Hayden Island Dechlorination Facility, Pump Station Maintenance Shop, Materials Testing Lab, Water Pollution Control Lab, Guilds Lake Facility, Swan Island CSO Pump Station and many others. They range in size from 50 square feet to 60,000 square feet. More than 20 of these structures are occupied regularly.
Proper management of these facilities plays a key role in effectively delivering reliability-centered operations and maintenance of facilities.
This is accomplished through managing the following:
• Site Work/Planning – Landscaping, parking, signage, paving, sidewalks, and storage
• Security – Fencing, gates, key/lock/card access systems, and security alarms
• Safety – Fire/life safety alarms, and general building safety
• Building Maintenance – Heating, ventilation, and air conditioning (HVAC); roofing with gutters/downspouts; flooring and finishes; lighting; plumbing; and doors and windows
• Workspace Planning/Setup – Short-term and long-term space utilization, workspace moves, interior signage and finishes, furniture, and ergonomic assessments
• Utilities – Electrical, sewer, gas, public water, and communications
What you’ll get to do:
Develops and Manages Complex Program – Plans, develops, manages, and directs the Facilities Maintenance program, including setting program workflow and priorities by communicating with other work groups to ensure the efficient and safe maintenance of facilities while meeting levels of service. Collaborates with partners in the division and other managers/teams in the bureau in carrying out mission and objectives, and is responsible for ensuring key performance indicators are achieved. Leads the preparation of the division’s annual Workplan, including setting vision/goals. Establishes and administers facilities standards and policies across the bureau. Participates in developing strategies and planning for facility space needs as well as implementation. Reviews and analyzes pertinent regulations and city policies and ensures compliance. Communicates status of the program and critical tasks and identifies opportunities for improvement.
Provide Leadership and Supervise Staff – Manages and provides leadership to 10 employees in accordance with the City’s human resource administrative rules and the Laborers’ International Union of North America (LiUNA), District Council of Trade Unions (DCTU), and City of Portland Professional Workers Union (CPPW) labor agreements. Develops job assignments and directs work, manages staffing levels, establishes performance expectations, provides performance management, recruits and hires staff, supports training and career development, and provides leadership and mentoring to create a high-performance, service-oriented, positive, and supportive work environment.
Asset Management – Plans and directs facilities maintenance and repair work performed by the team as well as outside contractors/vendors. Ensures proper asset management of facilities’ assets for proper maintenance to meet levels of service, including condition assessment. Utilizes computer applications such as Synergen (Oracle Work/Asset Management Product) and SAP for management of timekeeping, work requests, requisitions, communications, and asset tracking.
Manage $4M Budget - Develops and administers the program’s $4M budget, including forecasting and defining resources for a 5-year financial plan, analyzing costs, preparing budget reports, monitoring budget to actual expenditures, and requesting adjustments as necessary, managing contracts and invoices, and approving expenditures.
Manages Interagency Agreements – Manages interagency agreement with the Portland Parks Bureau for landscaping needs at facilities at BES facilities/sites. This includes equipment, forestry, and turf maintenance services.
Safety and Security –Promotes a proactive safety culture through the implementation of safety programs, initiatives and protocols. Works with the Health Safety and Security (HSSE) Team to ensure security of facilities and that the City’s safety program and goals are implemented. Attends safety committee meetings and assists HSSE team in reviewing and implementing safety and security requirements and policies.
