The County of Nevada is seeking a qualified candidate for the position of Senior Administrative Analyst. This is a challenging and impactful position working for the Director of the Office of Emergency Services (OES). This Analyst is a key contributor to the success of core service delivery under the Emergency Preparedness Board Objective, and all-hazards disaster planning, preparedness, mitigation, response, and recovery. OES incorporates high performing organization (HPO) principles, continuous process improvement, and successful organization tenets in our day-to-day work. As an active team member, this Analyst will strategize to develop impactful projects and will be in charge of securing and administering grant funding.
Examples of Duties
Some responsibilities in this role will include:
+ Identifying and successfully pursuing grants, Congressionally Directed Spending (CDS) requests, and other local, state, and federal funding opportunities to advance mitigation projects in Nevada County.
+ Writing grant proposals, developing project budgets; independently ensuring timely submission of all required grant materials as stipulated by funders.
+ Grant and contract management and presenting key projects and programs to the Board of Supervisors. Fiscal budgeting, including management of grant budgets and the management of special project budgets.
+ Policy analysis related to wildfire mitigation, forest health, and disaster planning/preparedness, mitigation, response, and recovery.
+ Community engagement and public speaking, professional presentations, and stakeholder meetings. Partnering with internal and external customers to advance collaborative projects of County-wide benefit.
+ Supervise staff tasked with community coordination, project management, and fiscal administration. May supervise and direct or assist in supervising and directing various divisions within the department.
Knowledge and Skills Required
Crucial skills for success in this position include strong analytical experience, a track record of successful state and federal grant procurement and administration, ability to take initiative, and excellent communication skills. Opportunities include working collaboratively with diverse community leaders and stakeholders to advance OES priorities. Education and Experience Required
The ideal candidate will be an individual who is results-oriented with the ability to shift in response to high priority goals. In-depth knowledge of state and federal agency grant programs and demonstrated success in securing and administering complex funding portfolios is required. Understanding of local government and the vital ingredients for successful partnerships with our agency is valued. Qualifying applicants will have a Bachelor's degree in public administration, business administration, economics or a related field from an accredited college or university, and a minimum of three years of experience comparable to Nevada County's classification of Administrative Analyst II, which includes a variety of analytical assignments. Additional qualifying experience may be substituted based on two years of experience for each year of education for up to two years of the required education.
