Lincoln County
Established in 1893, Lincoln County employs 523 FTEs and has a 2024-2025 budget of $184.6 million. County departments include County Administration, Legal Counsel, Finance & Accounting, Health & Human Services, Human Resources, Information Technology, Juvenile, Community Justice, Planning & Development, Public Works, Surveyor's Office, Transit, and Veteran Services. Elected County positions include the Assessor, Commissioners, County Clerk, District Attorney, Sheriff, and Treasurer.
The Department
The HHS Department currently employs 175 FTEs and h as a $52.5 million 2024/2025 budget. The department is made up of multiple divisions who assist in providing excellent service to our community for healthcare needs. The HHS Behavioral Health division serves adults, children, and families who are struggling with mental health symptoms. The division's goal is to assist clients in long term recovery and to help them maintain their independence within the community. The HHS Developmental Disabilities division provides support to children and adults of any age, with intellectual (ID) and other types of developmental disabilities (DD). The mission is to promote inclusion of individuals with Developmental Disabilities within the community, so they are able to experience personal growth and development. The Primary Care division provides community-based, patient-directed a ffordable primary care and quality health care services to Lincoln County community members of all ages. The Public Health division provides a variety of services to help our community stay healthy, including restaurant inspections, tracking disease trends, harm reduction services, home visits for families with young children, educational events and materials to promote health. The Administration division includes the executive personnel, QI team, financial personnel, and Medicolegal Death investigators.
Recent accomplishments include:
+ Implementing a new EHR and providing over 6200 individual services in Behavioral Health Division.
+ Distributing 5,592 doses of Narcan throughout the community by our SUD programs.
+ Serving 2,862 total nights of stay at our Winter Shelter locations this winter season.
+ A 16% increase in the Developmental Disabilities division, serving 323 eligible adults and children receiving Long Term Home and Community Based services.
+ Implementing a new name and branding for Primary Care Division to continue to increase patient visit encounters and ensure full utilization of appointment schedules and availability of appointments.
+ Conducting 2,271 completed visit for the Maternal Child Family Health Home Vising Program in the Public Health Division.
+ Conducting 5 emergency preparedness events throughout the community.
+ Credentialing 66 new providers for the entire department.
+ Creating a new Medical Examiner's Office for Lincoln County.
The Position
In this role the HHS Directo has overall responsibility of Department. The Director has a focus on operations, including strategies, financing, department culture, human resources, compliance and safety regulations and marketing. They set the strategy and vision for HHS with the input from the governing board, leadership team, staff, customers, and community. They oversee policy and program decisions and setting the budget for the department. They are responsible for monitoring and ensuring clinical and financial operations for all of HHS.
Typical Qualifications
+ Master’s degree in PH, Public Administration, Nursing, Health Care Administration, Behavioral Science, Social Science, Health Science, or a related field.
+ 7-10 years administrative experience in Health and Human Services, primary care, community health centers and/or a mental health system.
+ Valid and insurable Oregon driver’s license within 30 days of hire.
Desirable Qualifications: Preference will be given to those with health care administration.
Knowledge of:
+ The principles and practices of community health and public health services administration, including organizational development, program, budget, and personnel management.
+ Principles of compliance and risk management.
+ Statutes, rules, and codes governing community health and public health services.
+ The principles of environmental health, epidemiology, communicable disease control, mental health, and addictions, developmental disabilities, primary care and school-based health centers.
Skill or ability to:
+ Determine strategies to move the organization forward, set goals, create, and implement action plans, and evaluate the process and results.
+ Assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and in the best interests of the organization.
+ Positively influence others to achieve results that are in the best interest of the organization.
+ Design and implement fiscal, policy guidelines and organizational goals.
+ Analyze complex issues and devise practical solutions.
+ Manage and supervise professional, paraprofessional and support personnel. Understand personnel policies, BOLI rules and union contracts.
+ Plan and implement health care initiatives.
+ Coordinate department activities with government and community organizations.
+ Perform public relations and marketing activities.
+ Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the county, using language and a format the audience will best understand.
+ Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
+ Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the county. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.
+ Take personal responsibility for the quality and timeliness of work. Show up to work on time, and follows instructions, policies, and procedures. Meet productivity standards, deadlines, and work schedules.

Lincoln County offers a comprehensive benefits package including Paid Time Off (PTO), medical, dental, vision, life and long-term disability insurance.
