    Position Information

    Job Title Assistant Controller

    Job Description

    The purpose of the Assistant Controller position is to perform general accounting, grant accounting, treasury operations, and financial analysis functions within the Business Operations division; and provide administrative support to the Controller and Vice President of Administrative Services. This position will also meet all the legal, reporting and accountability requirements of a public community college in the state of Iowa.

     

    This position is a full-time position (261 day contract) with an annual starting salary of $80,000.

     

    Benefits include medical, dental & vision insurance, $50,000 life insurance, long-term disability, paid sick leave, paid spring and holiday breaks, 15 days vacation and participation in IPERS or TIAA retirement Plan.

     

    The Assistant Controller will be assigned to the West Burlington campus. In addition, the individual in this position will actively promote a positive image for the college district.

     

    The Assistant Controller will abide by the employment contract and relevant policies and guidelines of the Board of Trustees.

     

    Essential Duties Summary

    Responsibilities include but are not limited to:

    + Performs accounting duties, reconciles bank statements, prepares financial statements for third party entities where SCC is a fiscal agent, including but not limited to SCC Foundation, Iowa Community College Online Consortium ( ICCOC ), College County Fair Service Agency ( CCFSA ) and Insurance Management for Area Community Colleges ( IMPACC ).

    + Coordinates annual external audit for third party entities. Assists external auditors; prepares audit work papers and maintains documentation; reviews draft audit report. Distributes and submits final audit report to necessary agencies and organizations.\

    + Performs accounting and tracking of restricted funds and investment allocations for the SCC Foundation.

    + Participate in SCC Foundation scholarship process.

    + Provides financial information for College administration and staff.

    + Monitors cash flow requirements and investments; processes journal entries and fund transfers; and assisting with closing of the general ledger on a monthly basis.

    + Comply with State reporting requirements for gambling, sales tax, unclaimed property, outstanding obligations, and annual publication of salaries and expenditures

    + Monitors federal and state grant, financial aid and contracted services funds; maintains compliance with state regulations, federal regulations governing Title IV funds and grants. Prepare and submit necessary federal and state grant financial reports

    + Administer accounts and grants according to federal, state and institutional guidelines and regulations.

    + Process and distribute annual tax forms in accordance with IRS requirements

    + Oversees the monitoring of student accounts including payment of accounts, establishment of payment plans; monitoring of delinquent accounts. Authorizes and processes student refunds

    + Responsible for updating SCC credit tuition and refund billing tables annually.

    + Provide documentation and serve on the Special Appeals Committee.

    + Record, balance, and prepare cash flows for Iowa New Jobs Training ( INJT ) program accounts monthly and for annual audit.

    + Knows and complies with institutional, state, and federal governmental fund accounting, auditing, and reporting requirements.

    + Learn, apply and role-model all SCC policies and procedures, including but not limited to the strategic goals and expectations of accountability within the Business Office.

    + Embrace and support constructive change; work efficiently and effectively to improve Business Office services, processes and related college operations.

    + Provide leadership toward building a positive team working environment within the Business Office and across the institution; treat others with respect and compassion as a representative of SCC .

    + Apply ethical standards to work situations; make work decisions in accordance with SCC’s values and goals; show respect and sensitivity for cultural differences and promote a harassment-free environment.

    + Provide exemplary customer service and establish a welcoming and trusting environment for all visitors and employees of the Business Office.

    + Create or modify processes, policies and procedures as required due to changes in federal, state or institutional regulations.

    + Learn and embrace the comprehensive community college philosophy and related Iowa Code.

    + Other duties as assigned.

    Required Qualifications

    + Bachelor’s degree and minimum of six (5) years of experience in related field required. Work experience in a community college, governmental or non-profit setting preferred.

    + Competency with computer software applications specifically Microsoft Office programs; ability to learn and develop competency in SCC’s administrative software (Ellucian) and other software programs utilized for third party entities where SCC is a fiscal agent. Proven ability to manage and organize a computer-based data system for processing, storing and retrieving of records.

    + Must be detail-oriented with strong analytical, evaluative, problem-solving and organizational skills, with demonstrated ability to plan, implement and manage multiple tasks.

    + Well-developed abilities with prioritization, time-management, sound judgment, timely follow-up and follow-through are essential

    + Superior customer-service skills to include patience, compassion, humility and a positive attitude are required.

    + Honesty, strong work ethic, character and personal integrity, with commitment to providing the utmost professionalism, discretion and confidentiality are required.

    + Strong human relations and interpersonal skills to interact positively and effectively with diverse personalities and populations (low income, first generation, minors, adults, special needs, disabilities, etc.) are required.

    + Demonstrated ability to interpret, implement, and ensure compliance with Federal, State and Institutional rules and regulations.

    + Ability to work collaboratively with other department members is critically important.
