Summary You will serve as a IT SPECIALIST (NETWORK/INFOSEC) in the Waterfront Field Support (10942), Waterfront & Productions Information Technology (IT) Support Division (1094), Information Technology & Cybersecurity (ITACS) Office (109) of NORFOLK NAVAL SHIPYARD. Responsibilities You will manage network associated infrastructure hardware and software; to include routers, switches, network encryption systems, network management systems etc. You will maintain updated network architecture and infrastructure drawings. You will develop associated procedures; monitor capacity and performance; perform scanning and applicable patching; troubleshoot; and propose and implement improvement initiatives. You will develop site plans for IT installations to determine space, infrastructure, electrical and environmental requirements necessary to delivery IT services. You will perform duties and functions to ensure the confidentiality, integrity, availability of systems, networks, databases, and data. You will analyze, diagnose, and correct recurring and emergency problems and faults with shipyard network operating systems’ software, hardware, and firmware. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience with IT security principles and methods to includes firewalls, proxies, intrusion detection systems (network and host-based), packet filtering, and Layer 2, 3, and 4 network segregation. 2. Experience with Open System Interconnection (OSI) Layers 1-4 and familiarity with routing and switching protocols. 3. Experience with network systems, architecture, and infrastructure to perform configuration management functions and evaluate their operational characteristics. 4. Experience with overall Federal, DoD, and departmental policy, business rules, and regulations regarding data element standardization and knowledge of the department's general IT standards. 5. Experience communicating effectively both orally and in writing. 6. Experience applying analytical skills and an ability to interface effectively with senior management and diverse user groups to include oral/visual presentations. 7. Experience planning and coordinating the installation and maintenance of new products (hardware and software), documenting hardware configurations, optimizing the functionality of existing IT systems, providing advice and guidance on a wide range of complex IT issues, and interpreting IT policies (standards and guidelines), working closely with NNSY employees (supervisors and managers) to ensure seamless implementation, resolving installation and system failure problems, identifying and mitigating security risks, and maintaining IT equipment integrity and availability. 8. Experience with networking concepts, principles, practices, procedures, network cryptograph, and operational requirements within the analytical ability to identify, isolate alleviate local area network errors. Integrates data systems into computer local area networks/wide area networks. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
