    Job Overview

    The primary duty of this role is to lead the Neighborhood Scale Transformation team, made up of two groups – New Construction and Thermal Energy Networks group as well as the Market Scaling group. This role will directly oversee the strategy, programs and activities of the Neighborhood Scale Transformation team.

     

    The Neighborhood Scale Transformation team has three key priorities 1) support the new construction industry to design and deliver low carbon buildings that are reliable, safe, affordable, and comply with local and state laws & regulations; 2) animate the marketplace for low carbon thermal energy networks (TENs) and unlock the private investment needed to grow the TENs industry in NYS while providing subject matter expertise to policy making for TENs; 3) form public private partnerships with manufacturers, entrepreneurs, building owners and operators to develop and deliver plug and play low carbon solutions that simplify the decarbonization process, improve the building owner’s return on investment, and scale adoption of building energy efficiency and electrification.

     

    This role includes but is not limited to: forming new market partnerships with building developers, operators, trade associations, manufacturers, and entrepreneurs to identify and advance cost-effective strategies to help efficiently decarbonize at scale, focused both on neighborhood/community-level decarbonization as well as sector-specific opportunities; providing expertise and guidance on new construction, thermal energy networks and emerging technologies to the teams that directly report to this role, other groups within NYSERDA, and key collaborators in the broader ecosystem, such as utilities and the Department of Public Service; and generating and providing useful insights and data to the market to help drive replication and scale over time.

     

    This position must have proven leadership and managerial experience, including proven ability to effectively implement change management, while delivering on a set of results-oriented goals and outcomes in a dynamic operating environment.

     

    A broad knowledge and understanding of: (1) new construction industry; (2) thermal energy networks; (3) emerging building technologies; in addition to understanding the financial decision-making associated with project investments and the regulatory framework for buildings and clean energy.

    Primary Responsibilities

    + Lay out a vision and approach for how the Neighborhood Scale Transformation team works together and with key market partners to achieve the changes needed to advance resource efficient building decarbonization at scale across New York State.

    + Identify how key strategies and programs will need to evolve over time to meet market needs, including through ongoing engagement and feedback from a broad set of stakeholders, including NYS sister agencies, key market actors (e.g., building service providers, manufacturers), trade associations, technical organizations, economic and environmental organizations, utilities, and community groups

    + Oversee delivery of the Neighborhood Scale Transformation programs to meet planned objectives, key results, and other performance metrics that track market transformation progress

    + Deliver critical market insights, as informed by Neighborhood Scale Transformation activities, that can help promote replicability and reduce soft costs related to building energy efficiency and decarbonization measures

    + Oversee all operational aspects of the Neighborhood Scale Transformation team, including overall budget planning, project management and execution, back-end systems and database development, performance reporting, program evaluations and communicating outcomes.

    + Develop and manage key senior-level relationships with market, policy and other critical stakeholders

    + Manage key external-facing communications related to the Neighborhood Scale Transformation group, including working with other relevant teams at NYSERDA

    + Be responsive to executive, NYS sister agencies, and other high-priority requests for information, coordination and engagement

     

    Strategic Leadership and Development

     

    + Oversee the teams and staff within the Neighborhood Scale Transformation team, including guiding teams to identify, prioritize and implement a series of compelling market interventions that will have significant impact in advancing and scaling resource efficient decarbonization across New York State

    + Advance a cohesive and compelling vision and strategy for neighborhood scale transformation, including how NYSERDA’s specific activities are driving market adoption, as demonstrated through quantitative and qualitative outcomes and metrics.

    + Demonstrate leadership and strategic vision vis-à-vis external stakeholders (e.g., developers, trade associations, manufacturers, design and engineering firms, policymakers, regulators, community groups, etc.) including building strategic partnerships and coalitions to help advance the market change that is needed

    + Drive a set of initiatives/programs that builds customer confidence and accelerates adoption of energy efficiency and building electrification at scale, including but not limited to:

    + Building public private partnerships to unlock the investment opportunity of clean energy infrastructure at a neighborhood scale

    + Running programs intended to work with developers, owners, and operators to design and build high performance, low carbon buildings in a manner that is cost effective and replicable

    + Piloting, demonstrating, and replicating emerging technologies that are compatible with existing building infrastructure, simplify the decarbonization process and improve net present value of energy efficiency and building electrification solutions

    + Developing the market for thermal energy networks through a wide variety of activities such as technical assistance, stakeholder convening, public private partnerships, and regulatory support

    + Providing information, data, and education for customers and service providers to reduce customer acquisition costs and improve investor and customer confidence in energy efficiency, efficient electrification and decarbonization technologies and solutions for buildings.

    + Reducing soft costs through standardization, matchmaking, streamlined audits, and aggregation

    + Strategically using incentives as a bridge to a future where incentives are no longer needed

    + Integrating financing solutions where appropriate

    + Maintain a network of stakeholders, market participants, trade associations, peer program administrators, policy experts, and other sources of insight to inform design and enable improvement of NYSERDA's solutions

     

    Execution and Ongoing Improvement

     

    + Oversee effective and efficient management of program operations, with an ongoing eye for improvement, including identifying and implementing opportunities to standardize and streamline across programs.

    + Oversee delivery of programs to meet established rules and requirements, including but not limited to funding sources, budget, performance management, outcomes, and market impact metrics.

    + Ensure effective management and delivery of services, incentives, and other project-based transactions

    + Manage financial, staff and contractor resources for efficiency and effectiveness

     

    People Leadership and Development

     

    + Lead and manage teams and staff that work on the Neighborhood Scale Transformation group, including across intervention types in the new construction, thermal energy networks, and emerging technologies sectors

    + Guide staff and teams to identify and capitalize on emerging opportunities while also facilitating effective change management within the group to ensure adoption of new roles and responsibilities within the team

    + Develop and build a high-performing, highly collaborative group

    + Foster a culture of excellence grounded in people development, learning, problem solving, and teamwork

    + Develop staff and colleagues to meet NYSERDA's goals and their own professional goals; serve as a mentor and a role model

    + Build multidisciplinary networks within NYSERDA, and at the NY Green Bank, Department of Public Service, other agencies, and the Governor's office to advance New York State goals and priorities

    Minimum Qualifications

    + Education and Experience

    + Bachelor’s degree and

    + 10 years of relevant experience with a demonstrated record of success in setting strategy and successfully delivering services or solutions at scale or scope within business or government operating environments including 6 years in supervisory role.

    + Insight and understanding into a broad array of interventions across sectors, building, and customer types, including effectively communicating why, what and how

    + Skill in gaining and using insight and feedback from stakeholders and market actors and the market context to formulate strategy and design and evolve solutions

    + Keen awareness of the economics, policy and political dynamics, regulations, institutional and market drivers, and other factors that affect decision-making of program partners, customers, and other stakeholders – and of the implications for impactful NYSERDA and utility, interventions across the sector

    + Puts the team first; a track record and natural predisposition toward investing in the success of colleagues and building productive relationships across a diverse organization

    + Demonstrated problem-solving ability; an entrepreneurial edge, resourcefulness, adaptability, and an instinct for surfacing value and pragmatic solutions

    + A track record as an exceptional manager, coach, mentor, and developer of talent

    + Perform all managerial and supervisory responsibilities with respect, fairness, consistency, and inclusion across the workforce. Highest level of communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives and recommendations

    Preferred Qualifications

    + Master’s degree and 8 years’ experience, particularly in policy, public or business administration, architecture, engineering, real estate, urban planning, or related field including 6years in a supervisory role

    + Related professional certification in energy or building science or engineering preferred.

    + Experience with data analysis, proficiency with Salesforce, Tableau or MS Project.

    Additional Qualifications

    This position requires some travel (15%) between NYSERDA’s offices in Albany and New York City, as well as to engage market partners and promote key project and program accomplishments and associated press events and conferences.
