Idaho National Laboratory is hiring an Environmental Regulatory Compliance Professional to lead our NEPA program in our EMS NEPA & Reporting Services Department. Our team works onsite with a 9x80 schedule located out of our Willow Creek Building, in our Idaho Falls facility with every other Friday off.
You will support facilities, operations and R&D programs in the identification and implementation of environmental requirements to ensure compliance with applicable rules which may include support of regulatory interpretations, resolution of potential or actual compliance issues, identification of required permits, collection of samples, and gathering and reporting of data that must be collected and reported by regulation. You will report to the manager of our EMS, NEPA, and Reporting Services Department.
*Responsibilities Include:*
* Responsible for leading the National Environmental Policy Act (NEPA) efforts to support INL Environmental Impact Statements (EISs), develop INL Environmental Assessments (EAs), provide direction and guidance on categorical exclusion (CX) determinations. Gathers, analyzes and assembles information to determine environmental impacts associated with projects across all INL mission centers.
* Collaborates with Department of Energy Management and NEPA Compliance Officer, stakeholders, and INL Senior Management and staff to ensure NEPA compliance for the vision of INL. Leads NEPA analysis and data collection efforts for projects not fully defined in existing NEPA documentation.
* Serve as lead author for INL Environmental Assessments (EAs) and other NEPA-related documents as directed. Conduct scoping meetings, leading the development of content, and preparing a final EA and Finding of No Significant Impact documents for DOE to issue.
* Work with deployed environmental staff and researchers to prepare and approve comprehensive NEPA EA documents, across various mission centers at INL and makes recommendations to management, program environmental leads (PELs) and environmental field staff to ensure that environmental regulatory requirements and adherence to laws, regulations, and policy are adequately addressed.
* Review and interpret highly technical reports on a variety of subjects, such as air quality, archaeological and historic resources, biology, geology, hazardous materials, hydrology, traffic, and other regulatory requirements and summarize these reports in non-technical language understandable to a lay person.
* Develop NEPA strategies for specific projects and activities. Recommend appropriate level of environmental analysis for federal actions at the INL to projects, management, and DOE-ID. Present and answer additional comments and questions from DOE and the public on the prepared NEPA documentation. Provide technical direction for INL's environmental review process.
* Maintain expertise of all existing NEPA regulations and actively monitor for proposed changes in federal, state, and local environmental regulations.
* Train junior personnel in technical complexities of assigned tasks.
* Works independently as a subject matter expert regarding NEPA decisions across the DOE complex that impact INL to present and answer additional comments and questions from DOE and the public on the prepared NEPA documentation.
* Provides technical direction and supervision over INL's environmental review process. Coordinates and communicates NEPA decision-making and planning to other Environmental TPOC's, management and the DOE-ID NEPA Compliance officer.
* Recommends appropriate level of environmental analysis for federal actions at the INL to projects, management, and DOE-ID. As the NEPA spokesperson, presents in meetings with customers, DOE-ID, and other partners.
* Coordinates with the Environmental Management System (EMS) Representative, through the NEPA process, to ensure that approved projects at the INL comply with the INL EMS and the EMS is integrated into the NEPA process.
* Strive for continuous improvement in the NEPA process by developing strategies for improving efficiency while maintaining compliance.
*Minimum Requirements: *
* Level 3: Bachelor’s degree in a related area, preferably in science or engineering and 5 years of relevant experience or Master’s and 2 years of relevant experience or PhD and 2 years relevant experience.
* Level 4: Bachelor’s degree in a related area, preferably in science or engineering and 9 years of relevant experience or Master’s and 6 years of relevant experience or PhD and 4 years of relevant experience.
*Desired Experience:*
* Experience coordinating public meetings and other public outreach and engagement tasks, including notices, public announcements, and related materials.
* Experience participating in meetings and public hearings before agency staff and the public and responding to stakeholder questions.
*Physical Requirements:*
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job may require operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required. *Job Information: *
The pay range for this position is: Level 3 ($93,204 - $191,076) / Level 4 ($111,888 -$229,284). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
