Job Description
This position provides consultation to hiring managers regarding the search and selection and process, leads recruitment efforts, manages the student employment process, and participates in the development of related processes and procedures to ensure total alignment with the strategic goals of the human resources division and Metropolitan State University. The incumbent performs high level professional and administrative functions within the Human Resources Division to ensure that the requirements of personnel rules, regulations, laws, collective bargaining agreements, and personnel plans are met. In addition to this broad set of responsibilities, this position also serves as a resource to the management team for labor relations information, as defined in M.S. 13.37, and used in collective bargaining. The incumbent will have access to documents/data containing labor relations Information, as defined in M.S. 13.37; and provides assistance and information for use in the development of a strike plan.
PRINCIPLE** **RESPONSIBILITIES** **AND** **RESULTS
Talent** **Acquisition:
+ Develops a working knowledge of schools, colleges, and divisions within the University in order to quickly identify hiring needs, as well as how that fits into the broader organizational culture;
+ Develops a pipeline of talent, specifically for frequently filled positions;
+ Works creatively with schools, colleges, and divisions to help create recruitment plans and identify resources for outreach and staffing needs;
+ Provides training and consultation to hiring units and search committees on the university and MN State search and selection process, hiring and onboarding procedures; ensures all required training is completed by search committee members prior to pool release;
+ Reviews, processes, and follows up as appropriate on all pre-employment background checks as applicable;
+ Works with departments/VP coordinators to help ensure compliance with AA/EEO regulations, employment laws, and adherence to university policies and procedures;
+ Prepares draft postings/announcements/ads for open positions; works with hiring manager to finalize communications regarding open positions; Works with hiring managers and hiring committees to resolve day-to-day recruitment issues and respond to inquiries about the university's search process; Monitors, tracks and communicates to applicable parties the progress of all searches being supported by this role; Assists in training end-users, e.g. as hiring managers, classified and unclassified employees in the use of the talent management system;
+ Oversees all aspects of related applicant tracking system per employee group (i.e. training, troubleshooting, improvements, and interface with applicant tracking systems)
+ Utilizesvariousjob boards,MinnesotaWorks,Higher EducationRecruitingConsortium(HERC), and other relevant sources to disseminate campus employment opportunities;
+ Completes salary calculations and pay actions for new appointments;
+ Develops and manages staffing vendor relationships as applicable.
+ Serves as a resource to the management team for labor relations information, as defined inM.S.13.37,andusedincollectivebargaining.
+ Accesses documents and data related to labor relations, as defined in M.S. 13.37, and provides assistance and information for use in the development of a strike plan.
Create and maintain all records related to all classified and unclassified** **searches:
+ Collect, organize and archive files upon completion of each search.
+ In accordance with Minnesota Statute and the University's policies and procedures for Record Retention, disposition, maintain and purge closed search files accordingly.
+ Jointly organize and maintain the tracking system to monitor all classified and unclassified hiring activity with other search andon staff. This data is used to generate monthly search status reports for review byand tobe handed out at meet and confer, and to report turnaround times during the search process.
+ Complete dispositioning of files according to standards.

Salary Range:
$52,806 - $76,650
Minimum Qualifications:
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application
materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position:
+ Bachelor’s degree in Human Resources, Business, public policy or similar field; or two (2) years of professional experience performing human resources work in selection, classification, or transactions related to employment and staffing.
+ Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint).
+ Demonstrated experience using applicant tracking systems.
+ Excellent communication skills.
+ Demonstrated knowledge of recruiting, including recruitment strategies and managing a search process.
+ Skills in project management, organization, and time management.
+ Ability to collaborate and develop effective relationships with people from diverse backgrounds throughout the university.
