    This Position defines and monitors Quality and Mission Excellence (QME) program specifications and processes to ensure mission success of programs and ensure that the program is compliant with the Contract, its Amendments and Appendices, as well as the implementation and maintenance of a third-party certified Quality System that is compliant to the requirements of AS9100/ISO9001. This position is in Baltimore, MD.

     

    It is also responsible for Program Quality Planning, contract review and interpretation, developing and providing QME inputs for proposals and ensuring the appropriate and adequate flow down customers’ contractual requirements to the factory and Sub-Tier Suppliers.

     

    This position performs or assures quality, risk management, safety, reliability and maintainability of program achievements, subcontractors, and suppliers in accordance with contractual requirements. Assesses program performance and risks and determines resources to ensure QME effectiveness. Is responsible for QME task delegation and establishing budgets and spend plans. As Cost Account Manager (CAM) supports program Earned Value (EV) analysis and establishing budget baselines and performing Comprehensive Estimate at Completion (CEAC) reviews.

     

    Applies advanced technical principles, theories, and concepts. Contributes to the development of new principles and concepts. Utilize customer and Northrop Grumman Mission Assurance policies and procedures, and industry standards such as ISO 9001/AS9100, to help realize those solutions.

     

    Works on unusually complex technical problems and provide solutions, which are highly innovative and ingenious. Participates as QME representative in Configuration Control Board meetings to ensure compliance with established Configuration Management policies and procedures. Develops advanced technological ideas and guides their development into a final product. Erroneous decisions or recommendations would typically result in failure to achieve critical organizational objectives and affect the image of the organization’s technological capability. Hands-on experience developing or reviewing plans and processes associated with AS9100/ISO9001.

     

    Works under consultative direction toward predetermined long-range goals and objectives. Assignments are often self-initiated. Determines and pursues courses of action necessary to obtain desired results. Work checked through consultation and agreement with others rather than by formal review of superior. Works with the QME team and program management team to define, gather, evaluate, and effectively present process and quality metrics to assist with program efficiency, effectiveness, and continuous improvement. Ability to coordinate/collaborate with external quality teams in data gathering, problem solving, risk mitigation, and root cause corrective action.

     

    Experience providing root cause analysis and presenting key metrics to Quality and Program leadership. Serves as an organization spokesperson to internal and external customers on advanced projects and/or programs. Acts as advisor to management and customers on advanced technical research studies and applications. Serves as the QME representative on the program Material Review Board. Also serves as the primary liaison with customer representatives and coordinates and supports product “Sell-Off” and well as responses to customer questions and requests for corrective actions.

    Position responsibilities include, but are not limited to, the following:

    + Oversight and lead of the functional QME program team (Program MA, Cell QME and Inspection) supporting the program. This includes task delegation, problem resolution tracking for all quality functions and financial management /budgetary control of their allocations and expenditures.

    + Serve as the prime liaison with customer representatives (Boeing and DCMA). This includes the coordination and support of product “sell-off”.

    + Responsible to the Program Manager and leadership for all Quality contractual obligations, as well as Quality Assurance (QA) criteria, methodologies and corrective actions.

    + Support and perform activities related to the CAB, FRB, Risk Board, and the FRACAS reporting system, with respect to Sub-Assembly, LRC, LRU and System testing non-conformance reporting and any associated implementation of corrective actions.

    + Participate in configuration and data management Configuration Control Board (CCB) activities including Revision Notice review and approval functions.

    + Support and participate in Risk Management Review Board activities, continuous improvement activities, lean events and other NG and customer generated initiatives directed towards the betterment of the program.

    + Provide direction to SPM regarding Purchase Order Contract review (requirements flow-down) and interface, as required, between SPM and Program Engineering to resolve problems documented by SPM during source inspection evaluations of vendor supplied material or supplier non-conformances detected during factory evaluations.

    + Interface with other QME and Factory Operations personnel (BWI, Lake Charles, BLC, SALT, SLC, and RM) regarding program requirements and/or issues and ensure the proper formulation, implementation and effectiveness of preventive and corrective actions.

    + Support MESA program sanctioned meetings and activities such as PMR’s as required.

    + Participate in procedure and process reviews for factory implementation, as well as develop and maintain QME work instructions and procedures (i.e. Quality Assurance Program Plan, Advanced Product Quality Plan (APQP), SDRL updates, Internal QME Procedures, Program Directives, QAD’s, FOD prevention plans, etc.) for QME personnel working on the program, to insure proper flow down and implementation of all Program Quality requirements.

    Basic Qualifications:

    + Bachelor’s degree in engineering or other such as Mechanical, Electrical, or Manufacturing Engineering with a Minimum of 12 years’ experience working as a quality engineer or a minimum 10 years work experience quality engineer with masters degree in engineering or other such as Mechanical, Electrical, or Manufacturing Engineering

    + Experience with AS9100/ISO9001 Quality Management System

    + Six Sigma trained/certified or experience with statistical analysis methods and techniques

    + Extensive experience in quality planning and execution

    + Experience with a manufacturing execution system such as SAP

    + Experience with reviewing and writing proposals for cost and labor estimates

    + Extensive experience in performing RCCAs on complex problems

    + Experience performing internal and external audits

    + US Citizenship and able to obtain and maintain Secret DoD clearance

    Preferred Qualifications:

    + Bachelor’s Degree in Mechanical, Electrical, Manufacturing Engineering, or related education

    + Certified Six Sigma Green Belt

    + Experience with mentoring less experienced personnel

    + Experience with increasing responsibility and leadership supporting manufacturing, electrical, and mechanical engineering organizations

    + Extensive SAP MES knowledge

    + Experience working with electrical or mechanical design requirements and specifications.

    + Experience working with or applying FAA related requirements

    + Experience with geometric dimensioning and tolerancing (GD&T) techniques

    + Have hardware design and/or test experience

    + Experience performing Kaizen, FMEA, and Value Stream Mapping events

    + Experience with AS 9102, First Article Inspection (FAI) Requirements and AS9145

    + Knowledge and/or experience with Customer Returned Material for update or repair

    + Active Secret Clearance

     

    Salary Range: $148,800.00 - $222,600.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
