JOB DESCRIPTION
Under the supervision of the Chief of Legal and Regulatory Affairs, the incumbent will plan and direct the activities of the Regulatory Affairs Division. They will provide technical and administrative support to internal staff and external stakeholders by Federal, State, and HMFA policies. The incumbent will serve as the litigation coordinator and accept service of summons and complaints. They will coordinate, track, and assist internal counsel representing the HMFA on litigation matters. Additionally, they will coordinate and/or work jointly with HMFA staff, the Attorney General's office, and others on legal matters and issues concerning the operations of the HMFA. This role includes serving as a liaison with the Attorney General's office. The incumbent will assist in preparing and reviewing requests for action for approval by the HMFA Board and action requests delegated by the Board. They will also coordinate, track, and assist in handling Public Information (OPRA) requests, oversee updates to the Ethics law and the proper dissemination of information, and assist in handling ethics complaints and concerns. The incumbent will supervise the promulgation of HMFA regulations and serve as a liaison to the Office of Administrative Law. They will also serve as the Agency's primary Equal Employment Opportunity (EEO) and Affirmative Action (AA) Officer.
1. Plan and direct the activities of the Division. Provide general supervision to subordinate staff; assign and instruct subordinates in the performance of their work.
2. Review and approve research memoranda, documents and other work prepared by the Division. Assure that assignments are completed based on sound principles and accurate understanding of HMFA policies, regulations and procedures.
3. Provide technical and administrative support to the Division in accordance with Federal, State and HMFA policies.
4. Perform research and prepare memos, reports and correspondence relative to the activities of the Division.
5. Coordinate and/or work jointly with HMFA staff, the Attorney General's office and others on legal matters and other issues concerning the operations of the HMFA. Serve as liaison with the Attorney General's office.
6. Assist in the preparation and review of requests of actions for approval by the HMFA Board and action requests delegated by the Board.
7. Coordinate, track and assist in the handling of Public Information (OPRA) requests.
8. Oversee Ethics law updates and proper dissemination of information. Assist in handling ethics complaints and concerns.
9. Represent the Division at staff meetings.
10. Supervise the promulgation of HMFA regulations and serve as liaison to the Office of Administrative Law.
11. Coordinate, track and assist in the handling of litigation filed against or by the HMFA.
12. Serve as litigation coordinator. Accept service of summons and complaints. Coordinate, track and assist counsel representing the HMFA on litigation matters.

MINIMUM REQUIREMENTS
Education / Experience:
Four (4) year college degree; Juris Doctorate preferred; extensive experience in drafting regulations and in the field of housing finance; eight (8) years of supervisory experience. Admission to New Jersey Bar preferred
Skills:
- Thorough knowledge of management principles, research methods and techniques.
- Thorough knowledge of Federal and State legislative processes.
- Thorough knowledge of bond documents and housing finance mechanisms.
- Knowledge of the laws and regulations governing the HMFA.
- Knowledge of Federal and State property management standards.
- Knowledge and understanding of the tax laws affecting HMFA bond issuances.
- Ability to effectively plan, develop and implement comprehensive administrative programs.
- Ability to accomplish multiple assignments simultaneously.
- Ability to communicate effectively orally and in writing and to listen actively.
- Ability to deal tactfully and diplomatically with other HMFA, State and Federal officials, HMFA employees, professional/technical groups and the general public.
- Ability to plan, organize and direct the work activities of subordinate staff.
- Ability to maintain a positive work atmosphere in an appropriate manner of behavior which ensures cooperation and effective communication with customers, clients, peers and management.
