Job Summary:
Provides a variety of supervisory administrative support to the Metropolitan Commission’s Operations and Maintenance Department, specifically the Collections Department. Collects, maintains and updates all work related to the Commissions' inflow and infiltration (I&I) Abatement Program. Position reports to the Wastewater Collections Superintendent.

Essential Functions:
+ Responsible for directing and coordinating all administrative support activities within the Operations Department to ensure that administrative staff, departmental equipment, supplies, and resources are used in an effective and efficient manner.
+ Performs a lead role in the Commission’s Computerized Maintenance Management System; by training staff, editing templates and databases, updating various matrices to track all aspects of the preventive and corrective maintenance programs and related work, specifically related the Commission’s I&I Abatement Program.
+ Maintains the Collections Department database files, specifically for tracking any tasks or work related to the ongoing I&I abatement program and uses queries for updating, tracking and reporting information needed to maintain departmental compliance with efficiency.
+ Assists with overseeing inspection work of contractors and consultants in relation to inflow and infiltration studies (smoke testing, videotaping of mains, manhole and sewer line rehabilitation processes) and maintain various records of same.
+ Assists with the Commission’s grinder pump inspection and replacement program by updating and tracking all records related to the ongoing Capital Improvement Project.
+ Assembles flow charts and graphs for presentation of semiannual I&I abatement and sanitary sewer system improvement needs.
+ Provides Operations Administrative support to staff as needed.
+ Oversees the creation of various departmental databases related to station operation and related flow data.
+ Supports the Operations Leadership team by directly supporting the Chief of Facilities and Operations, various Superintendents and various other supervisors with projects by preparing letters, documents, and meeting minutes; generates reports; tracks all necessary documents.
+ Acts as the departmental liaison with MetCom employees and public on various administrative, rehabilitation work and research assignments.
+ Maintains filing systems for the divisions within the department.
+ Oversees the creation after hours schedule and performs after-hours phone standby as scheduled.
+ As needed, field verify and document any issues related to the Commission’s I&I Abatement Program.
+ As needed: answers phones; screens calls; takes and relays messages; dispatches staff and responds to customer requests.
+ Performs other duties as assigned.

Required Knowledge, Skills, and Abilities (These are pre-employment KSA that apply only to Essential Job Functions.):
+ Ability to understand and follow oral and written direction.
+ Ability to gain working knowledge of St. Mary’s County Metropolitan Commission policies and procedures
+ Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public
+ Ability to read and comprehend relevant documents associate d with department operations
+ Ability to effectively communicate with other staff members
+ Ability to prepare and maintain accurate records
+ Ability to prioritize and multitask
+ Ability to operate relevant computer systems, including hardware and software, and simple office machines.
Required Qualifications (Note: Any acceptable combination of education, training and relevant experience that provides the above knowledge, abilities and skills may be substituted on a full-time year for year basis.):
Training and/or Education:
Associate’s degree or High School Diploma or equivalent and five or more years of job-related experience
Experience:
Or equivalent technical training, education, and/or experience. Project Management experience desired.
Special Requirements:
Notary or obtain within first 6 months.
Physical Demands:
Work requires occasional strenuous effort, such as, bending and lifting tools, equipment, or materials of 30 to 60 pounds.
Unusual Demands:
Work involves high risks or discomforts which require special safety precautions, e.g. working around moving parts, or machines. Employees may be required to use protective clothing or gear such as masks, gowns, coats, goggles, boots and gloves; may require working in adverse weather conditions.
