Program Integration and Project Management Support
Specialized Education and Experience Required: The Candidate shall have a minimum of ten years Microsoft Project experience, including two years of experience using Microsoft Project 2010 and two years of experience using Milestones Professional R2010 KIDASA Software.
Shall provide project management level support for systems integration and planning requirements of the AFLCMC/WII programs including special projects, combat systems, and related functional branches at WPAFB, OH.
Provide advisory assistance and input for strategic and integration planning for AFLCMC/WII programs. The Contractor shall support the full spectrum of the MQ-9 programs including development, production, retrofit and sustainment activities. The Contractor shall pull together and coordinate key program details to show overall program status. The Contractor shall also provide advisory and draft documentation support to integrate logistics, engineering, and test activities for the development and maintenance of MQ-9 project schedules.
Utilize knowledge of cost, schedule and technical performance reporting requirements defined by the DoD, Earned Value Management System (EVMS) contained in DFARS 252.234-7002; DoD EVM Implementation Guide; OSD Integrated Program Management Report (IPMR) Implementation Guide; and IPMR Data Item Description (DID) DI-MGMT-81861 to review and analyze Contractor EVMS reporting as applied to project schedules and project schedule reporting.
Assess the mechanical integrity of project schedule logic, links, and constraints utilizing the DCMA 14-Point Schedule Health Assessment to develop an objective analysis of project schedules, including assessment of schedule leads, lags, relationship types, float, durations, critical path, Critical Path Length Index (CPLI) and Baseline Execution Index (BEI).
Utilize knowledge of program and project management as defined by DoD Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) Preparation and Use Guide; AFLCMC Process Guide A105, Government Schedule Development Fundamentals; AFLCMC Process Guide A106, Schedule Management Fundamentals; and AFLCMC Process Guide A107, Schedule Analysis Basics to provide advisory assistance to the customer in their function of reviewing and approving IMP and IMS information. The Contractor shall review CDRL IMS deliverables for compliance with DID pertaining to IMS development and reporting, including IPMR contained in DI-MGMT-81861.
Utilize knowledge of the mandatory procedures of DoD MIL-STD-881C, Standard Practice WBS for Defense Materiel Items, for programs subject to DoD 5000.02, to provide advisory and draft documentation assistance for development, maintenance, review, and analysis of project schedule information throughout the MQ-9 community.
Utilize knowledge of risk identification, analysis, and mitigation planning/implementation as defined by the Joint IPT Risk Management Plan, AFLCMC Process Guide A102, Risk and Issue Management to provide proactive risk assessment of potential program cost growth, schedule, integration and performance risks. The Contractor shall identify potential impacts to the program and provide mitigation recommendations to the Government for consideration.
Utilize knowledge of the defense acquisition management system and requirements for managing major acquisition systems defined by DoD Directive 5000.01, The Defense Acquisition System, and DoD Instruction 5000.02, Operation of the Defense Acquisition System, to provide advisory and draft documentation support for the preparation and coordination of program briefings, program execution reports, decision papers and key acquisition program documentation for aircraft research, development, production, and lifecycle acquisition and sustainment activities.
Provide advisory and draft documentation support to the Government for the preparation and coordination of key development, procurement and sustainment planning documentation, system requirements documentation and system integration plans.
Provide advisory and draft documentation assistance to the Government by providing preparation and facilitation support for technical and management conferences, meetings, and periodic reporting requirements.
Support the collection of various program data. The Contractor shall provide advisory and draft documentation support to the Government for the development of estimates for future budgets, program planning, program deep-dives, program what-if modifications, and roadmaps.
Provide advisory and draft documentation assistance to implement standardized scheduling management processes and program reviews.
