The team member we are searching for:
The Civil Service Advocacy and Mediation Services Division represents County departments in matters related to employee actions before the County of Los Angeles Civil Service Commission and Employee Relations Commission. These matters include disciplinary appeals, discretionary examination appeals, and claims of violations of Civil Service Rule 25 (i.e., discrimination and other adverse administrative action allegations). Analysts also provide professional human resources consultation services to all departments related to performance management issues.

Essential Job Functions
+ Represents county departments as requested before an arbitrator or Hearing Officer in disciplinary cases and discretionary matters filed with the Employee Relations Commission (ERCOM) or the Civil Services Commission (CSC). Such representation includes developing case theory and methodology for presenting cases; gathering relevant documentary evidence; locating, assessing and creating exhibit list; interviewing witnesses; making and defending objections at arbitration or hearing; and advocating the department's position at arbitration or hearing.
+ Prepares pre and post-arbitration/hearing motions/briefs (i.e., motion to Quash Subpoena Duces Tecum; opening statement; closing argument; response to motions filed by Employee Representatives).
+ Advises and instructs departmental managers from various departments in matters related to departmental discipline and techniques for correcting specific behavior or performance problems, as well as performance management training that is consistent with best human resources practices, departmental and county policies, County Code and Civil Service Rules.
+ Assesses disciplinary and discretionary ERCOM or CSC cases for the purpose of settlement; negotiation and drafting of settlement agreements.

SELECTION REQUIREMENTS
Option I: One year of professional, full-time experience involving investigation of employee disciplinary matters and the presentation of disciplinary hearings or arbitration before a third-party neutral at the level ofHuman Resources Analyst II (https://www.governmentjobs.com/careers/lacounty/classspecs/1065808?keywords=human%20resources%20analyst&pagetype=classSpecifications) .
Option II: Graduation with a Juris Doctor degree or its equivalent from a law school accredited by the Committee of Bar Examiners or approved by the American Bar Association, or by the California Post-Secondary Education Commission.

Eligibility and Vacancy Information
Candidates who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. We will use this list to fill vacancies in the County of Los Angeles, Department of Human Resources, Advocacy Division.
