THIS POSITION IS PROMOTIONAL AND IS ONLY OPEN TO CURRENT, PERMANENT EMPLOYEES OF THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY.
This position is in the Water Permits Division of the Office of Environmental Assessment. This position is domiciled in East Baton Rouge Parish.
The Environmental Scientist Senior is the departmental expert in federal and state rules and regulations that pertain to Section 401 water quality certifications, Section 404 dredge and fill permits, Section 10 of the Rivers and Harbors Act permits, and Coastal Use Permits. The Environmental Scientist Senior reviews applications and provides technical assistance to staff members in the review of applications and issuance of water quality certifications; and assists the regulated community in understanding the water quality certification process. The Environmental Scientist Senior also provides technical assistance in data collection and assessment, quality assurance and project classification for water quality certifications
Applicants must meet Supplemental Qualifications to be considered:
Two years of professional scientific/technical environmental experience at or above the Environmental Scientist 3 level directly related to the implementation of water quality standards in permitting or water quality certifications.
There is a Special Entrance Rate (SER) for this position as follows:
Environmental Scientist Senior DCL-B: $3,075.60 biweekly or $38.45 hourly

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A bachelor’s degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus four years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), OR laboratory auditing; OR
A master’s degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus three years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing; OR
A doctorate in any of the qualifying educational fields plus two years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing.
Job Specification
Function of Work:
To perform as the State expert in environmental programs and advises all interested parties of environmental impacts and the possible consequences of those impacts from industrial, commercial, governmental, or land use activities through permitting, certification, investigation, inspection, enforcement, emergency response, data collection and assessment, quality assurance, facility classification, laboratory analysis, and environmental assessment programs. To perform as the state expert in specific areas of environmental policy or other areas of technical or regulatory expertise.
This job is designated a Dual Career Ladder job as defined in CS Rule 1.14.1.1 requiring performance of higher level more complex duties and possession of advanced specialized skills. A Civil Service Commission approved agency policy is required prior to implementation.

Expert.
Supervision Received:
Broad direction from Secretary, Deputy Secretary, Undersecretary, Assistant Secretary, or Division Administrator.
Supervision Exercised:
May exercise functional/project supervision over Environmental Scientists of a lower level.

Job Distinctions:
Differs from Environmental Scientist Staff by responsibility for serving as the expert in the state for a departmental program as defined by an Assistant Secretary of an Office or the Secretary.
Job Duties and Other Information
Ability to act as the top-level expert for the state in a specific area of environmental science, or regulatory expertise.
Develops and coordinates technical programs within the Department of Environmental Quality.
Consults with DEQ Secretary, and/or Assistant Secretaries on programs requiring knowledge of varied, complex technical or regulatory processes.
Represents the DEQ on behalf of the Governor or Secretary on national advisory committees, commissions, task forces, or foundations.
Acts as technical expert for the department in reviewing court documents, expert testimony, and technical evidence submitted to support court proceedings.
Prepares requests for proposals and scopes of services describing technical specifications. Selects contractors, monitors progress and quality of work and drafts status reports, drafts position papers on technical issues.
Performs related work as assigned.
