Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Combined Surface Maintenance Shop (CSMS), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities Position to be filled upon the vacancy of the incumbent. JOB SUMMARY: The purpose of this position is to be responsible for supervising workers directly or through subordinate leaders and/or supervisors in accomplishing work of the function. Plans work operations of great scope, complexity, and administrative authority. Determines the sequence, priority, and time for performance of operations within the limits of broad work schedules and time limits. The occupation and non-supervisory grade level which best reflects the nature of the overall work operations supervised is Surface Maintenance Mechanic Inspector, WG-5801-12. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Plans use of subordinate workers, equipment, facilities, and materials on a week-to ­week or month-to-month basis. Assigns tasks to be performed based on readiness and explains work requirements, methods, and procedures. Plans and establishes overall leave schedules. Performs the non-supervisory work of the function, as needed, such as performing maintenance and/or inspection tasks on equipment, equipment operations, or other non-supervisory functions. Ensures employee compliance with standing operating procedures established for the activity. WORKING CONDITIONS: Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods. PHYSICAL EFFORT: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems. Experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems. Experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. KNOWLEDGE, SKILLS AND ABILITIES: Ability to inspect the full range of equipment at remote worksites in support of field organizations, field units during field exercise training periods, or before major pieces of equipment are sent for repair to a supporting maintenance facility. Ability to apply a wide variety of complex inspection techniques to examine a variety of heavy-duty mobile equipment (i.e., combat, tactical, etc.) and automotive vehicles (i.e., attach tanks, large cranes, tank retrievers, fire trucks, bridge transporters, armored vehicle launched bridges, bulldozers, road graders, crawler tractors, power shovels, self propelled earth compacting equipment, self propelled artillery, etc.); that may include inspection of heavy artillery, small arms, powered support and other equipment or components of equal or lesser complexity. Ability to inspect complex, interrelated mechanical, hydraulic, pneumatic, electronic and electrical systems, equipment and their components while in operation or in a standby condition. Ability to operate a large variety of test equipment, some of which is specially designed to test complex interrelated mechanical/ electrical/ hydraulic/ pneumatic systems. Ability to use specially designed testing methods and test equipment such as computerized test sets, precision gauges, electronic sensors, injector test stands, engine scopes, etc., to assure that tolerance and safety factors have been met. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Warrant: WO1 through CW3, Enlisted: E-8 through E-9 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
