Responsibilities Serves as Chief Business and Recreation Division, and as such plans, manages, directs, coordinates and supervises the functions, programs and activities of the division and performs delegated personnel management responsibilities. Plans, directs, coordinates, and evaluates community wide revenue generating programs. Determines overall local policies for providing business and recreation services Manages the formulation and execution of annual budget, funded through appropriated and non-appropriated funds. Reviews budget estimates submitted by program activities for completeness and applicability to program goals and objectives. Determines program strengths and weaknesses and devises ways to improve services, reduce operational costs, and increase efficiency. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Progressively responsible experience performing related duties, which demonstrates the ability to successfully perform the duties of this position, such as plan, manage, direct, coordinate and supervise the functions, programs and activities of a division; establish standards for programs; develop and execute annual budget; and studies programs and services to determine/evaluate services, needs, acceptance and use. Experience in a supervisory capacity is mandatory. Knowledge of the goals, concepts and techniques of a community activities program, including recreation, sports, entertainment and art, and of general management and business operations of various facilities is required. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives may be paid. Up to 25% relocation and/or up to a 25% recruitment incentive of annual salary incentive or bonus is authorized. Eligibility for the recruitment incentive will be applicable to newly hired individuals and rehired individuals (i.e., one being reinstated or re-employed after a break in service of at least 1 year). Eligibility for the relocation incentive may be offered to a current NAF employee to accept an RFT position in a different geographic area requiring a PCS move. The relocation must be without a break in service. Incentives will require a two-year service agreement, commencing on the Employee's Onboarding Date (EOD). Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
