    Open to the general public and any current Municipal employee.

     

    This is an executive position (no union affiliation) and serves at the pleasure of the Mayor of the Municipality of Anchorage.

     

    DEPARTMENT: Anchorage Health Department

     

    HOURS OF WORK: Monday to Friday, 08:00 to 17:00

    Example of Duties

     

    Provides direct patient services for the Clinical Services Division's Public Health Clinic at the practitioner level with a focus on sexual and reproductive health including contraceptive methods, sexually transmitted infection evaluation and treatment, initial and annual reproductive health exams, and cervical dysplasia follow up. Provides direct patient care, in addition to oversight and mentoring of registered nurses and unlicensed assistive personnel, for clinical assessment and treatment. Provide linkage to medical services as needed through collaboration with community partners. Responsible for creating, maintaining, and overseeing the implementation of standing orders for Public Health Nurses and unlicensed assistive personnel within the Clinical Services Division. Issues and oversee medical directives as necessary for patient care. Assists management with the reviewing policies and procedures as needed. Stays current with all Centers for Disease Control and Prevention (CDC) recommendations pertaining to Public Health, Vaccines and Medical Care of emerging Public Health Medical diseases. Assists the Chief Medical Officer and State of Alaska with providing services to Disease Prevention & Control patients, such as reviewing x-rays and information gathered by public health nurses, to diagnose and offer recommendations on clients needing tuberculosis (TB) evaluations/treatments/clearance, review of case management assessments. Evaluates lab results, x-rays, disease investigation information, medication appropriateness and side effects based on public health nurses' information. Perform other related duties as required.

     

    The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health (DOH) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster AHD's employees may be called to engage in emergency operations responses and recovery.

     

    Minimum Qualifications / Substitutions / Preferences

     

    Medical degree from an accredited Medical School and six (6) years of experience in rural and urban medicine, patient care, disease prevention and control, and public health advisement

    OR

    Master or higher-level degree in Public Health, Health Science, Biostatics, Health Informatics or a related field, and two (2) years of experience in public health and/or communicable disease surveillance and communicable disease reporting and investigation.

     

    Valid State of Alaska Physician License at time of application.

     

    Valid State of Alaska Driver's License and satisfactory driving record at time of hire.

     

    Satisfactory completion of a national criminal background investigation (AS 12.62.160 and AS 12.62.400).

     

    Must have the ability to operate a computer, scanner, fax, shredder, copier, sterilizer, microscope, colposcope, cryotherapy machine, and other basic medical office equipment.

    Preference:

    + Current privileges to dispense and prescribe medication in the State of Alaska.

    + Current American Red Cross/American Heart Association Basic Life Support (BLS) within 90 days of hire, AHD HIPAA Certification within 30 days of hire, and a Nexplanon Certificate within 180 days of hire.

    If selected for hire, the appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.

     

    If selected for hire, appointment in this position will be conditional based upon satisfactory completion of a national criminal background investigation (AS 12.62.160) and (AS 12.62.400). Accordingly, it will be necessary for the selected applicant to provide certain identification information and be fingerprinted. Fingerprint cards must be dated within 30 days from date requested. The processing fee of $47.00 plus the cost of being fingerprinted (variable) is the responsibility of the selected applicant and must be accomplished before beginning work.

     

    If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history.     Military Service Interview Preference

     

    Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

     

    Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
