The State Highway Administration's (SHA) Office of Materials and Technology (Anne Arundel County) is currently recruiting for a Quality Control Engineer (Transportation Engineer III) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work: This is a position within the Office of Materials and Technology (OMT) that performs engineering duties in support of project development and condition assessments. Work includes evaluating collected field survey data and project site reconnaissance visits results, performing material condition data analysis and assessment, conducting occasional project site surveys and reconnaissance investigation, report writing, and representing OMT in project and technical review meetings. This position performs management of the quality control of field data for geotechnical explorations, reviewing the work of consultants, contractors, and in-house field drilling crews who perform geotechnical explorations for State Highway Administration (SHA). This position will manage computer loading and downloading of the geotechnical data for processing and display on contract plans and bid documents. The Quality Control Engineer will provide technical support to field crews to ensure compliance with accepted engineering practices, American Association of State Highway and Transportation Officials (AASHTO) standards and specifications, Maryland Engineering Standards, The Annotated Code of Maryland Regulations and County Health Department Laws.
The position will document subsurface investigation project progress from initiation to completion. They will also coordinate and request rock samples to be analyzed with SHA’s Engineering Geology Division engineers and send results to design engineers. The incumbent
in this position will be receiving and reviewing soil sample test requests for drilling projects and delivering selected samples to the Soils and Aggregate Testing Division’s laboratory for testing. This position will perform the role of office liaison and coordinator between the Field Explorations Division/Drilling Team and internal and external customers. They will also assist the Drilling Team Leader with managing and overseeing open-end drilling contracts and reviewing invoices. The Quality Control Engineer will be providing support to the Division Chief/Office Fleet Manager in management of OMT pool vehicle and fleet of drilling equipment mileage reports, maintenance, and reporting.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Two (2) years of experience in professional engineering.
Selective Qualification: One (1) year of the required experience must have involved subsurface geotechnical data collection and analysis.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).
Preferred Qualifications:
The ideal candidate should possess the following:
+ Written and verbal communication skills.
+ Proficiency in GIS and database analysis.
+ Experience with geotechnical and geophysical site investigations, data collection, review, and analysis.
+ Team player and ability to work independently.
+ Possession of NHI Subsurface Drilling Traffic Control/Forklift Training Certification
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.
Licenses & Certifications
Candidates must possess a motor vehicle operator’s license valid in the state of Maryland.
