    The Department of Industrial Accident (DIA) oversees the Massachusetts workers’ compensation system. We work to ensure that those involved have the resources needed to participate by assisting injured workers, employers, insurers, attorneys, and health care providers in following the Massachusetts workers’ compensation laws and regulations. The Office of Investigations is charged with ensuring all employers are in compliance with Massachusetts General Laws which require workers' compensation insurance be provided for all employees and the investigation of claims submitted to the Workers' Compensation Trust Fund. The Program Coordinator III (Supervisor of Investigations) is the direct supervisor of the field Investigators assigned to the Office of Investigation and reports to the Director of Investigations, serving as a designee of the Director of the DIA. Program Coordinator III is responsible for the daily supervision, training and mentoring of the investigators and apprentices, ensuring their work is completed in a timely, professional and accurate manner. The majority of time is spent in the field and travel throughout the state is required. Program Coordinator III is also tasked with enforcing MGL Chapter 152, evaluating all Investigators and apprentices in accordance with current policies, producing analytical reviews of work performed by the unit and administrating the apprentice program. The incumbent will prepare operational reports, policy & procedure recommendations, training suggestions, testifying in legal proceedings and other duties as required. Serves as liaison for the Council on the Underground Economy (CUE) and oversees the Office of Investigations involvement with the Task Force by monitoring the activities of the assigned employee. This includes review of case files and all written documentation to ensure accuracy and thoroughness. Completes all reports required by the Task Force, informing the Director as needed. *Under direct supervision of the Director of the Office of Investigations, the Program Coordinator performs the following duties:*** *1.* Under the direct supervision of the Director of the Office of Investigations *2.* Manages the Investigator Apprentice program by assuring the program follows all policies and procedures set forth by the Division of Apprentice Standards and the DIA. Monitors and evaluates the training and field work performed by the Apprentice and meets regularly with them. *3.* Establishes and maintains a training program for apprentices, including classroom and internet classes *4.* Plans and executes unit operations and prepares “after action” reports *5.* Monitors all investigations for thoroughness and ensures professionalism *6.* Prepares analytical, statistical reports on work performed by investigators *7.* Responds to inquiries from the public, municipal, county & state agencies *8.* Assists in the creation and implementation of polices & procedures for investigators *9.* Reviews written reports to ensure they are accurate, thorough, complete and grammatically correct. *10.* Develops and maintains relationships with other enforcement agencies and organizes joint enforcement efforts. *11.* Completes investigators and apprentice’s performance evaluations *12.* Conducts and monitors the training of new employees & apprentices 13. Approves employee time sheets which includes scheduling *14.* Attends Stop Work Order Appeal and related Hearings, Conciliations or Conferences as needed or directed *15.* Delegates assignments or investigations as needed *16.* Conducts self-initiated checks of employers for workers’ compensation policies *17.* Monitors Trust Fund Claims to ensure proper and complete investigations are conducted 18. Maintains open communications with legal staff about trust fund claims and Stop Work Orders *19.* Attends various professional & civic meetings as assigned, representing the DIA. *20.* Responsible for investigator mileage reviews, reporting and approval 21. Travels throughout the state to meet and work with investigators and apprentices *22.* Demonstrates professionalism in their daily work and communications, both written and oral. *23.* Periodically rides with investigators for evaluation and feedback purposes to ensure DIA standards are being met *24.* Encourages professional growth and development of Investigators through training opportunities, verbal counseling/guidance and setting an example. *25.* Issues Stop Work Orders to an employer found in violation of workers’ compensation laws and documents all related facts. *26.* Maintains certification of CJIS *Preferred Qualifications:* * Minimum 3 years of investigative experience * At least 2 years of direct supervision experience * Two (2) years of report writing experience * Proficiency in multiple languages (bi-lingual) SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. *First consideration will be given to those applicants that apply within the first 14 days.* *MINIMUM ENTRANCE REQUIREMENTS:*Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. ** *Substitutions:* *I.*A bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.** *II.*A graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.** *III.*A bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.** *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
