Minimum Qualifications
Education
+ Bachelor's Degree Business/Public Administration, Management, OrganizationalPerformance/Design, or related fields
Experience in Lieu of Degree (Any Experience in lieu of degree will be in addition to the years of
experience required in the Minimum Experience section).
Experience
+ A minimum of eight (8) years of progressively responsible experience leading administrativebusiness operation processes for a large public organization, to include at least five (5) yearsdirectly supervising professionals
Certification/Licensure

+ Master's Degree Business/Public Administration, Management, OrganizationalPerformance/Design, or related fields

Job Summary
The Program Manager, Business Operations is responsible for conceptualizing leaderships vision and
leading the administration of operational and management support for all program/project management
activities in the department to which it is assigned. The incumbent establishes and executes strategic
program plans and standard operating procedures, which includes developing dashboards using data
analysis and data visualization tools (i.e., Power BI data sets), serving as database administrator for
business applications utilized department-wide, human resources actions administration, departmentwide
communications, and financial management activities. The incumbent works closely with all key
internal/external stakeholders and participates in strategic and tactical planning discussions to identify
key concerns/questions and areas to be analyzed.
Job Duties
ESSENTIAL FUNCTIONS
+ Directs a departments efforts in the areas of workforce planning, all stages of employee recruitingand talent management, policy development, PeopleSoft administration, and procedures, as maybe implemented by the Authority, in partnership and coordination with Human Capital and LaborRelations.
+ Serves as a liaison for labor union management, organizational design, performancemanagement, training and professional development management, and supports the disciplinaryand separation processes, in accordance with WMATA policies and procedures, as well asFederal regulations.
+ Manages the department's operational/capital financial and procurement processes. This includesmonthly, quarterly and annual review of adjustments and reports on specific, strategic andfinancial planning for operational expenditures, and acquisition planning for internal operations,contract administration close-outs, and evaluations.
+ Manages the assigned department's Continuity of Operations Plan (COOP) preparednessprocess, in coordination with MTPD, Office of Emergency Management and IT.
+ Collaborates with other departments in the execution of organization-wide initiatives, such asoperational strategic planning, mandatory training, inventory assessment, HR policyenforcements, etc.
+ Leads the development of Correction Action Plans (CAPs) tracking and reporting mechanisms, inresponse to the internal and external audits associated with Administrative, Human Capital andOperational Financial activities.
+ Oversees all departmental internal communications, ensuring all messages are clear, consistentand engaging, prior to distribution and promotion of content. Manages the production of alldepartmental newsletters, surveys and forms.
+ Maintains inventory of Personal Protective Equipment (PPE), IT hardware/software and OfficeSupplies, and supports the department with ad hoc purchases and requests, i.e., safetyequipment, project office needs, etc.
+ Prepares and presents oral/written reports/recommendations within areas of assignedresponsibility.
+ Directly manages a staff of WMATA professional including, recommending applicant selection,assigning duties, directing work, conducting performance evaluations, championing professionaldevelopment activities, handling disciplinary actions, and resolving grievances, with support fromappropriate WMATA departments to ensure compliance with all Human Capital policies andguidelines and to support Metro's position as an Employer of Choice.
OTHER FUNCTIONS
+ Maintains and promotes awareness and accountability with safety policies and procedures whileperforming job functions. Promotes a positive safety culture and encourages reporting of safetyconcerns consistent with our Agency Safety Plan, other regulatory requirements within the SafetyManagement System and just culture principles.
